Transport and logistics as a low-level political issue is not only a win-win agenda which increases interest between actors in regional cooperation, but also performs a proper function like level upgrading of economic cooperation through breaking down of physical borders and freely moving people and goods. This study researches the state and issues of cooperation in transport and logistics which are set up in the process of Northeast Asian regional economic integration. And on the basis of this research, this study draws Korea’s strategy and tasks for transport and logistics cooperation in Northeast Asia. This study proposes the necessity and methodology of building a gradual, step-by-step transport and logistics regime in Northeast Asia through a game-theoretical approach. This analysis shows that transport and logistics cooperation in Northeast Asia must primarily be started to exchange related information and data exchange, promoting mutual trust based on the efficiency of logistics and technical cooperation. And it is necessary to establish joint logistics center and joint logistics venture to improve the efficiency of regional transport and logistics system, to carry out the pilot project for co-building of corridor and logistics standardization. In addition, we should move away from unlimited competition of logistics hub among countries in Norteast Asia, and build strategic alliances between each port and airport in this region.

본 연구는 경제교류 및 통합에 관한 지역협력의 논의과정에서 동북아 역내 국가간 공동의 이 익을 증대시킬 수 있는 ‘공생’(win-win)의 아젠다로서 교통물류분야의 협력의 가능성과 그 구체적 방안 을 모색하고자 한다. 이를 위해 우선적으로 교통물류협력이 갖는 지역협력에서의 의미와 함께 실제적인 추진현황을 살펴보고자 한다. 동북아 교통물류협력의 과정은 이성적 참여자(국가)간의 이익추구라는 일 종의 ‘게임’을 통해 협력의 균형을 찾아가는 논리적 구조와 매우 흡사한 메커니즘을 갖고 있다는 점에서 국제관계이론에서 사용되는 정성적 측면의 게임이론적 분석을 진행하고자 한다. 각 게임모델에 따른 분 석은 동북아 국가간 교통물류분야의 각 협력의제의 특성과 협력의 난이도를 포착하는데 유용하다. 이러 한 분석결과, 동북아 교통물류협력은 우선적으로 교통물류의 원활한 소통을 위한 관련 기초 정보 및 데 이터의 교환, 물류의 효율성 제고 및 기술협력을 기초로 상호 신뢰를 증진하는 방식이 바람직하다. 이를 통해 점차 역내 교통물류체계의 효율성을 제고할 수 있는 공동 물류센터 및 물류기업의 설립을 도모하 고, 공동의 수송로 구축과 물류표준화를 위한 시범 프로젝트를 점진적이고 단계적으로 진행할 필요가 있 다. 또한 물류허브 구축과 관련한 역내 국가간 무한경쟁의 방식에서 탈피하여 공.항만간 전략적 제휴관 계를 구축함으로써 ‘충돌형 게임’을 ‘조화형 게임’으로 전환하는 것이 요구된다.
