An Exploratory Study on the Effect of Social Responsibility in Corporate Management

Into the 21st century, a new concept of corporate social responsibility (CSR) is spreading rapidly in the field of business administration. Advanced companies have announced environmental reports, sustainability reports, and CSR reports related to corporate social responsibility performance. Corporate social responsibility is an important concept that has drawn attention and expectation. In 2004, together with an ongoing brisk discussion on social responsibility in national and international organizations, ISO started its review for the social responsibility of the international standard. It enacted its ISO 26000 guidance standard in 2010, which was the world's first international standard on social responsibility for all organizations (including companies). In June 2011, the Korean Standards Association investigated the top 100 Korean companies concerning their adoption of ISO 26000. Only 47%had adopted the international standard. Most companies are experiencing difficulty in adapting social responsibility to their corporate management. They are passive. The purpose of this study is to solve the problem of domestic companies facing these difficulties. This paper aims to review the contents and range of ISO 26000, an international standard of social responsibility, and to analyze its impact on corporate management. First of all, exploratory research was carried out to analyze the effect of social responsibility on corporate management and to examine the importance of international standards. The core subjects of social responsibility include seven elements: organizational governance; human rights; labor practices; the environment; fair business practices; consumer issues; and community participation and development. Thirty-six kinds of issues are also proposed. Some of actions list are provided. The range of the ISO 26000 standard is very wide. It incorporates social responsibilities that have been discussed by corporations, governments, NGOs, consumer groups, labor organizations, and other stakeholders. It also includes many issues related to social responsibility, not only for corporation but also for all organization. The influence of social responsibility through ISO 2600 on corporate management can be summarized as follows. First, companies, as members of a society, are being asked for social responsibility management. By absorbing a social responsibility in a management cycle process (Plan-Do-Check-Act), the corporate social responsibility management for sustainable development must be performed. Second, it has had a profound effect on the social responsibility charter. Our country’s Federation of Korean Industries (FKI) is coaching social responsibility by enacting the “Environmental Management Charter” and the “Corporate Ethics Charter”. When compared with international standards, these Charters do not mention principles of human rights and labor practices. A charter is a norm to fulfill a promise and to provide basic guidelines for corporate management activities. In this sense, the international standard of the social responsibility will have a big influence on charter revision of business group and the company, which may also strongly influence on a change of the recognition in management activities. Third, it affects the education and motivation of an organization. This international standard introduces several applicable methods about social responsibility; its usage as a motivator through education can especially be emphasized. In this way, it enables not only understanding well-recognized environmental or community problems, but also social responsibility related to human rights and labor from a global perspective. Fourth, it affects socially responsible investment (SRI). It is expected to influence the scale and direction of SRI by company evaluation from financial institutions. It considers a variety of social outcomes that include the company's financial performance, as well as human rights, environment, labor, and community contribution. The United Nations Global Compact and the United Nations Environment Programme Finance Initiative (UNEPFI) suggest giving priority investment to companies that practice their social responsibilities through the sustainable principles for responsible investment (PRI) of financial markets. Fifth, companies should perform a strategic social responsibility, which covers their economic, legal, ethical, and social contribution responsibilities. This social responsibility should be a source of achieving competitive advantage. Strategic social responsibility should be recognized as a key element in ensuring sustainable development. Methods should be studied that can contribute to long-term corporate performance linked to management strategies. To this end, how much we can create the “shared value” while giving attention to a company’s and society’s “mutual influence” needs to be stressed. Sixth, it affects the branding of social responsibility. Such branding can be established when a company's products and services are excellent; when the result of social responsibility becomes transparent to the public; and when it is well explained. Products and services considering the environment and resources need to be developed. Universal design, easy to be used by anyone, needs to be considered. The prevention of corruption based on compliance with the law is a company’s prerequisite condition. In addition, however, the performance of caring for the environment, employees’ rights, consumer protection, fair business practice, and the contribution of the local community should become open, thereby gaining trust from the public. This paper, as exploratory research, was carried out to analyze the effect of social responsibility on corporate management and to examine the importance of international standards. The study has limitations of using only qualitative data in the literature and case studies in its analytic method. The qualitative and quantitative research that can become a useful indicator should be continued for future companies to introduce social responsibility efficiently.

21세기에 들어 기업의 사회적 책임(CSR: corporate social responsibility)이라는 새로운 개념 이 등장하여 경영학분야에 급속도로 확산되고 있다. 선진기업들은 기업의 사회적 책임에 관한 실적을 환 경보고서, 지속가능보고서, CSR보고서 등과 같은 형태로 정리하여 발표하고 있다. 사회적 책임에 관한 국가별 국제기구별 논의가 활발하게 진행되는 가운데, ISO가 2004년에 사회적 책임의 국제규격을 위한 검토를 시작하여 2010년에 ISO 26000이라는 안내규격을 제정하였다. 한국표준협회는 2011년 6월에 우리나라 100대기업을 대상으로 사회적 책임의 국제규격(ISO 26000)도 입실태를 조사하였다. 국제규격에 대응하고 있는 기업은 47%에 불과했다. 대부분의 기업들은 사회적 책 임을 기업경영에 도입하는 것에 소극적이며 어려움을 겪고 있다. 본 논문은 사회적 책임의 국제규격 도입에 어려움을 겪고 있는 국내기업들의 문제들을 해결하기 위하 여 연구하게 되었다. 우선 사회적 책임이 기업경영에 미치는 영향을 분석하여 국제규격의 중요성을 규명 하고자 탐색적인 연구를 하였다. 논문의 목적은 사회적 책임의 국제규격인 ISO 26000의 범위와 그 내용 을 검토하고, 이것이 기업경영에 어떠한 영향을 미치는가를 분석하는데 있다. 사회적 책임의 핵심주제인 조직 거버넌스, 인권, 노동관행, 환경, 공정한 사업관행, 소비자이슈, 지역사회 참여 및 발전 등 7가지와 각 주제별 이슈 36가지를 살펴보았다. 이 이슈를 구체적으로 실행할 수 있 는 액션리스트들을 예시하고 있다. 이 규격은 그 동안 기업, 정부, NGO, 소비자단체, 노동단체, 기타관련 자 등에서 논의되어 왔던 사회적 책임이 폭넓게 수용되어 그 범위가 매우 넓다. 사회적 책임이 기업경영에 미치는 영향을 요약하면 다음과 같다. 첫째, 기업은 사회구성원의 일원으로 사회적 책임 경영을 요구받고 있다. 기업의 경영관리 순환과정 (plan-do-check-act)에 사회적 책임을 흡수시켜 지속가능한 발전을 위하여 책임 있는 경영을 수행해야 한다. 둘째, 사회적 책임헌장에 깊은 영향을 미치고 있다. 우리나라의 전국경제인연합회는 ‘환경경영헌장’과 ‘기업윤리헌장’을 제정하여 기업의 사회적 책임을 지도하고 있다. 이 헌장을 국제 규격과 비교해 볼 때 인권과 노동관행에 관한 원칙들이 언급되어 있지 않다. 헌장은 약속을 이행하기 위한 규범으로 기업경영 활동의 기본지침이 된다. 이런 관점에서 사회적 책임의 국제규격은 경제단체 및 기업의 헌장 개정에 큰 영향을 미칠 것이다. 그리고 이것은 경영활동의 인식변화에도 많은 영향을 미칠 것이다. 셋째, 조직의 교육 및 동기부여에 영향을 미치고 있다. 일반적으로 잘 인식하고 있는 환경 및 지역사 회의 문제뿐만 아니라, 글로벌한 관점에서 인권 및 노동 등에 관한 사회적 책임을 균형 있게 이해할 수 있게 하는 교육도구로서 이 규격을 활용할 수 있다. 넷째, 사회적 책임투자에 영향을 미치고 있다. 기업의 사회적 책임에 관한 실적은 금융기관의 기업평 가에 의한 사회적 책임투자(SRI)의 규모 및 방향성에 영향을 미칠 것으로 예상된다. 투자평가 요소로 기업의 재무적 성과뿐 아니라, 인권, 환경, 노동, 지역사회 공헌도 등 다양한 사회적 성과를 고려하고 있 다. 유엔의 글로벌 콤팩트과 유엔환경계획금융이니셔티브(UNEPFI)가 지속가능한 금융시장의 책임투자 원칙(PRI)을 통하여, 기업의 사회적 책임을 실천하는 기업에 우선투자를 할 것을 제시하고 있다. 다섯째, 기업은 전략적 사회적 책임을 수행해야 한다. 전략적 사회적 책임은 기업의 경제적 책임과 법 적책임뿐만 아니라, 윤리적 책임과 사회공헌적 책임까지 감당하는 것이다. 기업의 사회적 책임을 혁신과 경쟁 우위를 차지하기 위한 원천으로 활용해야 한다. 전략적 사회적 책임을 지속가능한 발전을 담보하는 핵심요소로 인식하고, 경영전략과 연계하여 장기적으로 기업성과에 기여할 수 있는 방안을 강구해야 한 다. 여섯째, 사회적 책임의 브랜드화에 영향을 미치고 있다. 사회적 책임의 브랜드화는 기업의 상품 및 서 비스가 우수하며, 사회적 책임의 성과가 투명하게 공개되고 책임성 있게 설명될 수 있을 때에 구축된다. 환경과 자원을 고려한 상품 및 서비스를 개발해야 하며, 누구나 이용하기 쉬운 유니버설 디자인도 고려 되어야 한다. 기업 활동의 전제 조건인 법규 준수에 기반 한 부정부패의 예방은 물론, 환경에 대한 배려, 종업원의 인권, 소비자 보호, 공정한 사업관행, 지역사회의 공헌 등의 성과가 투명하게 공개되어 신뢰를 얻을 수 있어야 한다. 본 논문은 탐색적 연구로 사회적 책임이 기업경영에 미치는 영향을 분석하였다. 분석방법으로 사례와 문헌적 연구에 의한 정성적인 자료들만을 사용했다는 것에 연구의 한계가 있다. 향후 기업이 사회적 책 임을 효율적으로 도입하는데 유용한 지표가 될 수 있는 정성적이고 정량적인 연구들이 계속되어야 한다.
