한-EU 미래 과학기술 협력 방안에 관한 연구 : 포괄적 협력 협정 체결을 통한 EU FP 참여 확대 방안을 중심으로

On Korea-EU Future S&T Cooperation : Focusing on the ways of the EU FP Participation through Comprehensive Agreement

Due to recognition of the significance of governmental level’s R&D and efforts of many Korean researchers, Korea has made a great deal of improvements in terms of R&D investment, and the country’s technology level has achieved progress which is very close to the world top level. R&D investment per GDP of Korea has constant increase from 2.63% in 2003 to 3.47% in 2007 which is quite close to those of Japan and the US, however, the width of international cooperation in R&D is not so broad as Korea has focused on Japan and the US. As the significance of the EU as a partner for S&T cooperation is increasing, Korea has started pay more attention on EU. EU is now running Framework Program, which is a well-known and comprehensive international research cooperation program, and as of now, the 7th Framework Program(2006~2013) is progressing. Though Korea is very eager to have more close cooperation with the EU, Korea's participation on the Framework Program which can be a good indication for S&T cooperation with the EU is relatively inactive when it is compared to the activities of Japan and China. That is partly due to poor understanding of the FP and scarce information on the European research information, and language barrier. Addition to these problems, the fundamental issue on funding from EU can not be neglected, that is, it is not easy for Korea to receive direct EU funding as the country's status in the FP is classified as 'industrialized countries' along with the US, Canada, Japan. This paper explores the possible fundamental changes in Korea-EU S&T Cooperation relations by concluding comprehensive agreement(such as Association Agreement) which could pave the way for changing Korea's status in the EU FP from ‘industrialized countries’ to ‘ICPC.’ As Korea is classified as industrialized countries along with the U.S., Japan, and Australia, the country could not receive any direct funding from the EU, which, in turn, led to inactive commitments of Korean researchers in the previous EU FP. To tackle that problem this paper reviews the EU-Mexico cooperation relation and suggests ways for enhancing Korea-EU S&T Cooperation. Considering that many research papers in Korea have not pay attention to the structural issues in the Korea-EU S&T Cooperation in terms of the EU FP, this paper sheds light on the structural matters, namely, the Korea's status in the EU FP, and this is one of the contributions this paper can make to previous literatures on the Korea-EU S&T Cooperation. This paper suggests conclusion of comprehensive agreement with EU as Mexico did in 1997 which included economic as well as political and social cooperation. Recent EU cooperation with third party countries have shown comprehensive cooperation rather than mere economic centric cooperation, and the 1997 cooperation agreement so-called 'Global Agreement' between EU and Mexico is the good example of this kind. Considering the fact that Mexico and Korea are the member country of OECD with similar economic status, the way Mexico has stepped so far gives us significant implications on further S&T cooperation. When Korea is re-classified as ICPC(International Cooperation Partner Countries) as Mexico, it means Korea could benefit direct research funding from EU in the next FP. Considering that Korean researchers felt so much burden in securing funding by themselves when applying FP, status change from 'industrialized countries' to 'International Cooperation Partner Countries' will actually encourage Korean researchers to participate in FP, which will eventually contribute to Korea-EU S&T cooperation. Conclusion of comprehensive agreement, however, does not guarantee Korea's status change in the next EU FP. Rather it means that Korea would have more negotiating power if Korea holds more close and comprehensive relationship with the EU. Therefore, Korea should learn any lessons from the previous cooperation between Mexico and the EU. Finally, further studies or researches should be made concerning the issues such as the EU’s responses to Korean proposal on status change in the FP and the impacts of any comprehensive agreements in all fields because conclusion of any comprehensive agreements could yield some unexpected or negative effects on certain industries.

한국은 정부차원의 연구개발에 대한 중요성 인식과 연구자들의 노력으로 그 동안 연구개발 투자율이 지속적인 성장을 이루었고 분야별 기술 수준 역시 세계적인 수준에 이르렀다. 우리나라의 GDP 대비 R&D 투자는 2003년도 2.63%에서 2007년도 3.47%로 꾸준한 성장을 이룩하여 일본과 비슷한 수준에 올랐으나 그 동안 미국, 일본 등 특정 국가에 국제협력을 집중하여 연구개발에 있어서 국제협력 의 폭이 넓지 못했던 것이 사실이다. 국가적 수준의 자체 노력뿐 아니라 연구개발 프로그램에 있어서 국 제협력의 필요성이 부각되고 있는데 이는 첨단 분야 연구의 경우 엄청난 연구개발 비용과 그 위험도 때 문에 개별국가가 단독으로 추진하기 쉽지 않기 때문이다. 현재 선진국들을 중심으로 개별국가 차원의 투 자가 갖는 한계를 극복하고자 국제공동연구를 진행하고 있는데 협력의 파트너로서는 유럽연합(EU)의 중요성이 커지고 있다. EU의 경우 현재 제7차 프로그램(2006~2013)이 진행 중인 프레임워크 프로그램 (FP: Framework Program)을 중심으로 비유럽 국가와의 국제공동연구를 강력하게 추진하고 있는데 EU FP는 국제공동연구 중 가장 포괄적이며 대표적인 연구프로그램이라고 할 수 있다. 한국은 선진국과 보조를 맞추고 그들과의 기술격차를 줄이기 위해 국제공동연구에 활발히 참여해야 하 지만 EU와의 과학기술 협력을 나타내는 일종의 지표라고 볼 수 있는 프레임워크 프로그램의 참여에 있 어서 한국 연구진의 참여는 일본의 절반, 그리고 중국의 1/3 수준으로 매우 저조하다. 이는 프레임워크 프로그램에 대한 전반적인 이해 부족, 현지 정보에 대한 정보의 절대적인 부족 및 언어장벽 등을 들 수 있으며 다른 회원국에 비해 EU로부터의 직접적인 연구비 수혜가 매우 까다롭다는 구조적인 문제가 있 다. 즉, 한국은 유럽연합의 비회원국으로 현재 미국, 일본, 캐나다, 호주 등과 더불어 산업선진국(industrialized countries)으로 분류되어 있어 프레임워크 프로그램의 참여를 위해서 연구비를 자체적으로 조달 해야 하는 근본적이며 구조적인 문제를 안고 있다. 본 논문은 EU 프레임워크 프로그램(FP: Framework Programme)에 있어서 한국의 지위를 기존의 산 업선진국에서 국제협력대상국(ICPC: International Cooperation Partner Countries)으로 변화시키는데 기 여할 수 있는 제휴협정(Association Agreement)과 같은 포괄적 협정(comprehensive agreement)의 체결 을 통해 한-EU의 과학기술협력 관계의 근본적인 변화 가능성을 모색하고 있다. 한국은 EU 프레임워크 프로그램에 있어서 미국, 일본 및 호주와 함께 산업선진국으로 분류되어 있기 때문에 EU로부터 직접적 인 연구비를 지원받을 수 없다는 구조적인 문제를 안고 있으며 이는 한국 연구자들의 EU 프레임워크 프로그램 참여를 어렵게 하는데 일조하고 있다. 국제협력대상국에 속하는 중국과 인도의 참여가 매우 활 발한 반면 한국은 제6차 FP(2002~2006)의 참여가 매우 저조한 국가군에 속해 있다. 이러한 근본적이며 구조적인 문제의 해결을 위해 본 연구는 EU-멕시코 협력 사례를 거론하면서 제휴협정과 같은 포괄적 협정의 체결을 통해 한-EU 과학기술 협력의 변화 가능성을 제시하고 있다. 또한 FP를 통한 한-EU의 과학기술협력에 있어서의 구조적인 관계로 인한 불이익 즉, 산업선진국이라는 한국의 지위가 가지고 있 는 문제점과 이로 인한 국내 연구자의 EU FP 참여 저해요인을 지적하는 연구가 전무하다는 점에서 본 연구가 갖는 의미가 상당하다. 본 논문이 제안하는 협력 방향은 멕시코가 EU와 맺었던 것과 같이 경제 분야뿐 아니라 정치, 사회 분야 까지 포괄하는 포괄적 협력 협정(예를 들어 제휴협정)을 체결하여 멕시코와 같은 국제협력대상국 (ICPC)의 지위로의 지위 변경을 요청하여 프레임워크 프로그램에 있어서 EU로부터 직접적인 재정 지 원을 받을 수 있도록 하는 것이다. 과학기술협력을 포함한 EU의 국제협력은 FTA와 같이 단순히 경제 적인 부문에 그치는 것이 아니라 1997년에 체결된 EU-멕시코의 협정과 마찬가지로 정치, 경제 및 다양 한 부문을 포함하는 포괄적인 협력을 추구하는 경향이 있다. 멕시코는 한국과 같이 OECD 회원국이며 전체 GDP 규모와 같이 서로 비슷한 경제수준을 가지고 있고 이미 ‘Global Agreement’라는 포괄적 협력 협정의 체결을 통해 EU와의 과학기술 협력의 수준을 이전보다 한 단계 격상시킨 경험이 있어 한국의 과학기술협력 방향에 시사하는 바가 크다. EU와의 통상 관계 역시 한국이 상품 교역에 있어서 흑자를 내고 있지만 EU가 한국과의 FTA를 체결하고 있다는 점에서 유럽이 한국 경제를 멕시코 경제와 마찬가 지로 위협적으로 느끼지 않다는 사실을 보여준다. 즉, EU의 입장에서 한국은 미국, 일본과 같은 거대 경 제권 또는 소득 측면에서의 선진국이 아니라는 것이며 이러한 의미에서 EU FP에서 한국이 미국, 일본 과 같이 산업선진국으로 분류되어 있다는 사실은 적절하지 않다고 볼 수 있다. 본 연구는 한국이 멕시코와 같이 OECD 회원국이라는 점, 소득 수준에 있어서도 멕시코와 큰 차이가 없 다는 점, 그리고 FTA 체결을 진행 중이며 미국, 일본과 같이 거대 경제권이 아니라는 사실을 부각하여 EU 측에 FP에서 한국의 지위를 기존의 산업선진국에서 ICPC 또는 기타 항목으로 변경할 것을 요청하 는 방안을 고려해야 한다고 제안한다. 본 연구는 이러한 제안에 있어서 제휴협정과 같은 포괄적인 협력 협정의 체결을 유용한 수단으로 제시하고 있으며 포괄적인 협정은 단지 경제 분야 뿐 아니라 정치, 과학 기술 분야를 포괄하는 보다 심화된 협정으로 이미 멕시코는 Global Agreement라는 협정을 체결함으로 써 EU와의 협력관계를 한 단계 성숙시킨 경험이 있고 한국 역시 포괄적 협력 협정의 체결을 위한 준비 가 되어 있다고 분석하고 있다. 한국이 멕시코와 같은 국제협력대상국의 지위를 부여받게 될 경우 연구비 자체조달에 대한 부담이 줄어 들어 국내 연구진의 EU 프레임워크 프로그램 참여가 더욱 활발해질 것으로 기대되며 이는 한-EU의 과 학기술 국제협력에도 크게 기여할 것으로 보인다. 포괄 협정의 체결은 기존의 경제 협력을 넘어 보다 심 화된 협력을 규정한다는 점에서 EU와의 협상의 가능성을 높일 수 있다는 점은 분명하다. 따라서 한국은 칠레, 멕시코가 체결하였던 포괄적 협력 협정을 통해 프레임워크 프로그램에 있어서 한국의 지위를 변경 하는 방안을 적극적으로 고려해야 할 것이다. 하지만 제휴협정 또는 Global Agreement 같은 포괄 협정 의 체결이 반드시 프레임워크 프로그램에 있어서 한국의 지위 변경으로 귀결된다고 보기는 어렵다. 또한 EU 측이 한국의 제안을 수용하지 않을 가능성도 있다는 점도 고려되어야 하며 이러한 EU 측의 반응과 이에 대한 한국의 대응 논리 등은 후속 연구를 통해 이루어져야 할 것이다. 마지막으로 포괄적 협정의 체결이 한국 전체 또는 특정 산업 부문에 미칠 긍정적 및 부정적인 영향에 대해서도 심도 있게 논의되어 본 협정이 갖는 이익과 비용의 측면을 고려해야 할 것이다.
