This paper suggests the successful factors to introduce and use the BSC(Balanced score Card). First, leadership of chiefs for implementation of Balanced Score Card systems, Second, To make the objective surrounding for management of performance, Third, clear purpose and duties of organization, fourth, to widen the inducement to participate the BSC(Balanced score care) system, fifth, To get rid of obstacles to improve the management of performance, sixth, To invent the ways of acceptance to prevent the fatigue and reluctance from the adaptation of management of performance, seventh, setting of priority according to strategic goals, eighth, it is needed to learning, education, discussions for user to stabilize the management of performance , ninth, the relation between strategic planning and evaluation ways.

지방자치단체에서 적용 가능한 균형성과기록표(BSC) 차원의 성공적 도입과 활용을 위한 조 건은 다음과 같다. 첫째, 지방자치단체장의 리더십 노력이다. 둘째, 객관적으로 환경을 분석하여야 한다. 셋째, 조직의 임무와 목표의 명료화가 요구된다. 넷째, 구성원의 참여 확대 유도이다. 다섯째, 성과관리의 지속을 위한 장애요인을 해소하여야 한다. 여섯째, 함께하는 성과관리를 위한 피로․저항 해소가 필요하 다. 일곱째, 전략과제별 우선순위를 선정한다. 여덟째, 성과관리 내재화의 기반, 학습과 교육 그리고 토론 이 필요하다. 아홉째, 전략계획과 평가제도를 연계하여야 한다.
