The purpose of this study is to examine the general factors as well as factors relating to individual pastoral characteristics that undermines pastoral effectiveness and to offer suggestions in how to overcome this problem. For this purpose, the pastoral theology of Charles Bridges and Thomas C. Oden was used as the main text of reference. There are five general factors that undermine pastoral effectiveness: 1) when God's grace from above is blocked, 2) the hostility of unredeemed mankind against God, 3) interference from Satan, 4) obstacle surrounding the pastoral environment, 5) pastors without God's calling. Factors relating to individual pastoral characteristics are as follows: First, failure by the pastor to devote himself fully to his ministry. Other flaws include following worldly values, failure of self-denial, greed, failure to practice retirement, spiritual vanity, and lack of faith in the pastor and his family. Thomas C. Oden has provided some suggestions regarding the means of overcoming pastoral inefficiency from the pastoral perspective. First, the pastor needs to strengthen his spirituality through the power of the Word and prayer. Next, he needs to rediscover meaning of his calling with a special emphasis on the need for total obedience to God. Lastly, he needs to reconsider the significance of his ministry and ordination in order to restore the identity of his holy office and thereby carry out his duty without any wavering. The pastor is merely an instrument of God and not the principal agent of the ministry. However, as results of the ministry varies in accordance to the functionality of the instrument, the pastor needs to vigorously resolve the factors that are undermining the pastoral effectiveness and thereby glorify God who has called him to the ministry.

이 연구는 목회의 효율성을 떨어뜨리는 일반적인 요인들과 목회자 개인의 특성상의 요인들을 살펴보고 그 해결책을 제시하는데 목적이 있다. 이를 위해 Charles Bridges와 Thomas C. Oden의 목회학을 핵심 교재로 사용하였다. 목회의 효율을 높이지 못하게 하는 일반적인 요인들로 다섯 가지를 논하였다. 1) 위로부터 부어지는 하나님의 능력이 제지당할 때, 2) 중생하지 못한 일반인들의 하나님에 대한 적대감, 3) 사탄의 방해, 4) 목회지의 환경적인 방해물, 5) 하나님의 부르심을 받지 못한 목회자. 이와 같은 것들은 목회가 원활하게 이루어지지 못하도록 한다. 목회의 효율을 높이지 못하게 하는 목회자 개인의 특성적인 것들은 다음과 같다. 먼저 목회자가 목회에 전념하지 않는 것이다. 목회자 개인의 성격상의 결함들로는 세상적인 가치를 따라 사는 것, 자기를 부인하지 않는 것, 탐욕, 은거(retirement)를 실천하지 않는 것, 영적으로 교만한 것, 목회자 자신과 그 가족의 믿음이 부족할 때를 예로 들었다. Thomas C. Oden의 목회학을 중심으로 목회의 비효율적인 요인들을 극복하는 방안을 제시하였다. 먼저 목회자는 말씀과 기도를 통해 영적인 능력을 강화해야 한다. 다음으로 소명의 의미를 재발견하여 하나님의 부르심에 온전히 순종할 것을 강조하였다. 마지막으로 목사직과 목사안수의 의미를 재고하여 거룩한 직책의 정체성을 살려 흔들림 없이 직무를 수행해야 함을 말하였다. 목회자는 하나님의 일에 쓰임 받는 도구이지 자신이 목회의 주체가 아니다. 그러나 도구의 기능에 따라 일의 결과에 영향을 미치기 때문에 목회자는 목회의 효율성을 떨어뜨리는 요인들을 적극적으로 해결해 나감으로써 자신을 목회자로 부르신 하나님께 영광을 돌려야 한다.
