As the digital economy based on big data gets mature, privacy is becoming an increasingly important issue. The data protection system between countries and regions is different and is becoming a new source of international economic conflict. In the war on terrorism, the national security of superpowers such as the United States became more dependent on data surveillance, so that conflicts over privacy protection became the nature of international political conflicts. In addition, the progress of the ‘Industrie 4.0’, which predicts the transformation of the global digital economy, is causing the international political and economic conflict issue more acute. In this context, this study has the following problems. How could we classify concepts such as data surveillance, anti-terrorism, national security, digital economy, industrie 4.0, cyber security, privacy, and big data? Furthermore, how could we define these concepts and explain them in a frame? This study explores the research questions, understand global digital change, and examine what implications the change has on Korea.

빅데이터에 기반한 디지털경제가 성숙하면서 개인정보보호는 더욱 더 중요한 문제가 되고 있다. 국가간, 지역간 데이터 보호 제도가 달라 국제 경제 갈등의 새로운 원천이 되고 있는 것이다. 여기에 테러와의 전쟁에서 미국 등 초강대국의 국가안보가 데이터 감시에 더 크게 의존하게 됨으로써 개인정보보호를 둘러싼 갈등은 국제정치적 갈등의 성격을 갖게 되었다. 뿐만 아니라, 글로벌 디지털 경제의 대변환을 예고하는 4차 산업혁명의 진전은 이러한 국제정치경제 갈등 이슈를 더 첨예하게 만들고 있다. 이런 환경속에서 본 연구는 다음과 같은 문제의식을 가지고 있다. 데이터 감시, 테러 방지, 국가안보, 디지털 경제 주도, 4차 산업혁명, 사이버안보, 프라이버시, 빅데이터와 같은 개념들을 어떻게 묶어낼 수 있을까? 나아가 이 개념들을 어떻게 분류하여 큰 틀에서 설명할 수 있을까? 본 연구에서는 이러한 문제의식을 탐색하고, 글로벌 디지털 변화를 이해하며, 이러한 변화가 한국에 어떠한 함의를 주는지 검토한다.
