New year's address of North Korea is tend to reveal a evaluation of last year’ achievement, and present the framework of their direction of New-year’s. It seems necessary to devise and analyze the direction of policy through the official literature of North Korea in every New-year, in order to come up with measures of our government. In our society, research has been performed about New-year’s address of North Korea, intensively in the field of political and economic area. There is a need to focus on the part of investigation of inner-work rather than the policy and economics sector which is affected by environmental change in order to perform more meaningful analysis of North Korea’s New-year address. North Korea, in Kim Il-Sung, is not only the top leader but also goes beyond the meaning of Holiness as a ruler. Statement of top leaders in North Korea to persuade the general public and the legitimacy of the system propaganda and incitement in order to conduct the lessons and instructions. In particular, this year's is first New-year address of the best leader which is an official message to North Korea that the authorities plan to highlight the business or policy as directionality. Therefore, it is necessary to analyze North Korea’s new year’s joint editorial which is the official documents published on the very first time of year. In this study, a research has been performed focuses on North Korea’s enrichment industry through the analysis of the new year’s joint editorial.

북한 신년사는 주로 과년도의 성과를 평가하고 새해 나아가야 할 방향을 큰 틀에서 제시하는 성격이 강하다. 북한의 새해 공식적인 문헌을 통하여 정책의 방향성을 파악하고 분석하는 것은 우리 정부의 대응방안을 마련하기 위해 필요한 연구이다. 우리사회에서 북한 신년사는 주로 정치적인 영역과 경제적인 영역에서 집중적으로 연구되어 왔다. 북한의 신년사를 보다 유의미하게 분석하기 위해서는 대외적 환경 변화에 영향을 받는 정치와 경제의 영역에 초점을 맞추기 보다는 북한의 내부동향을 파악할 수 있는 부문에 초점을 맞출 필요가 있다. 북한에서 김일성을 비롯한 최고지도자는 통치자로서의 의미를 넘어 신성을 갖춘 존재이다. 북한 최고지도자의 담화는 일반 대중을 설득하고 체제의 정당성을 선전하고 선동하기 위해 구사되는 행위로써 교시이자 지침이다. 특히 신년사는 최고지도자가 새해 첫 번째로 대내외적으로 전하는 공식적인 메시지로써 북한 당국이 대내외적으로 강조하는 사업 혹은 정책의 방향성을 엿볼 수 있다. 따라서 북한이 새해에 첫 번째로 선보이는 공식적인 문건인 신년공동사설을 분석할 필요가 있다. 본 연구에서는 북한의 농축수산업 부문을 중심으로 김정은 시대의 신년공동사설을 분석했다.
