This study examined the distribution of family-related social service provided by the public sector and investigated the unequal distribution and balance among the government departments. The study also aimed at providing a blueprint for optical family social service programs based on the analysis of the current programs in terms of service target, service contents and providing methods. The results from analysis of 29 programs revealed that Ministry of Gender Equality and Family provided the most programs. Service targets were mainly families, then parents, children and couples accordingly. Service contents were mostly consisted of parenting/education compared to emotions or relationships. Majority of the services were education combined with activities or trips. Most of the services were fully subsidized. The findings suggested that future family social services could be a combination module of counseling, education and culture focused on family relationship promotion. Moreover, more sustainable services for general families who were not necessarily faced with stress or problems would be needed. Service contents need to be reciprocal and communication-based, rather than unidirectional or educational.

본 연구는 현행 중앙정부 재정으로 운영되고 있는 가족관련 사회서비스 사업의 종류와 수를 파악하고, 사업을 주관하고 있는 관련부처의 분포현황을 살펴 편중 및 불균형의 문제점을 파악하였다. 또한 사업의 주 제공대상과 제 공되는 내용, 그리고 제공 방법에 따른 사업의 현황을 분석하여 최적의 가족 사회서비스에 대한 청사진을 제공하는 데 목적이 있다. 정부부처를 통해 2015 년 한 해 동안 제공된 29개의 가족관련서비스를 분석한 결과, 여성가족부에 서 8개로 가장 많은 사업을 실시하였다. 서비스 대상은 가족, 부모, 자녀, 부 부 순으로 많았다. 서비스 내용은 양육/교육, 심리정서, 그리고 관계증진의 순 으로 나타났다. 서비스유형으로는 대부분의 사업들에서 교육 요소가 가미된 체험여행문화의 유형으로 서비스를 제공하고 있었다. 일부에서는 개인 부담금 을 부과하는 경우도 있었으나 대부분의 서비스가 국비지원으로 무료로 진행 되었다. 향후 가족관련 사회서비스는 가족관계 증진에 초점을 둔, 상담, 교육, 문화의 통합 모듈 개발을 제안할 수 있다. 또한 특정 문제나 스트레스에 직면 하지 않은 일반 가족이 지속적으로 참여할 수 있는 효과성과 유연성을 갖춘 운영방식이 요구된다. 서비스 내용상으로는 일방적인 교육방식보다는 소통중심의 사업이 실시될 필요가 있다 .
