The purpose of this study is to find meaningful implications for the disaster prevention education of Korean universities by examining the current state of various researches and educational activities for the disaster prevention which Japanese universities are active in social contribution. Since 1995, the role of universities in disaster prevention can be divided into three categories. The first is social return of research results based on civilian, public and academic solidarity, the second is fostering experts on disaster prevention and reduction, the third is disaster prevention education project leading. The disaster prevention efforts of these universities can be divided into career education centered on majors and liberal education centered on civic education. The university's disaster prevention education can provide students with new career options by pioneering new disciplines such as social contribution, disaster prevention, disaster medicine, and dental science. Through the various community-based volunteer activities, the value of liberal education as an active citizen education can be maximized. Based on the results of the study, the suggestions for disaster prevention education in Korean universities are as follows. First, universities must secure disaster prevention expertise. Second, in the disaster prevention education of universities, it is necessary to organically combine the professional curriculum and the liberal education curriculum. Third, universities should encourage students to experience contacting with groups with diverse backgrounds, so that the service for those in need is a natural right and responsibility of the democratic citizens for win-win relationships.

본 연구는 오늘날 일본의 대학들이 사회공헌적 관점에서 적극적으로 실천하고 있는 방재를 위한 다양한 연구와 교육활동의 현황 고찰을 통해 한국의 대학방재교육에 유의미한 시사점을 도출하고자 하였다. 1995년 이후, 방재와 관련된 일본 대학의 노력을 특징면에서 살펴보면 첫째, 민․관․학 연대에 기반한 연구성과 사회환원형 둘째, 방재․재난 경감 전문가 육성형 셋째, 방재교육 프로젝트 주도형으로 대별될 수 있다. 이를 대학의 교육과정측면에서 다시 분석해 보면 전공 중심의 진로교육과 시민교육 중심의 교양교육으로 구분된다. 대학의 방재교육은 사회공헌학, 방재학, 재해의료치과학 등 새로운 학문영역을 개척함으로써 학생들에게 새로운 진로 선택지를 제공할 수 있고, 다양한 공동체 중심의 봉사활동을 통해 능동적인 시민 양성이라는 교양교육의 가치를 극대화시킬 수 있다. 이처럼 방재교육에 있어서 진로교육과 교양교육이라는 두 개의 중심축은 다양한 공동체와의 연대를 통한 대학의 학사력(学士力) 증진과도 직결된다. 따라서 방재교육은 개방형 협업을 중시하는 4차 산업혁명시대의 핵심역량교육으로서도 의미가 있다. 진로교육 및 교양교육의 관점에서 본 일본 대학의 방재교육이 한국 대학의 방재교육에 미치는 시사점은 다음과 같다. 첫째, 대학은 안전․안심이 가능한 사회구현에 공헌하기 위한 방재 전문성을 확보해야 한다. 둘째, 대학의 방재교육은 학문 연구라고 하는 대학의 본래 기능적 측면의 전문교육과정과 공동체 사회의 시민역량을 고양할 수 있는 교양교육과정 측면이 유기적으로 결합되어야 한다. 셋째, 대학은 학생들과 시민들에게 다양한 공동체와의 접촉경험을 제공함으로써 재난으로 인한 어려움에 처한 이들을 위한 봉사활동이 상생을 위한 민주시민의 자연스러운 권리이자 책무임을 인식하게 해야 한다.

本研究では、最近日本の大学が社会貢献の観点から積極的に実践している防災のための様々な研究と教育活動の現状についての考察を通じて韓国の大学防災教育に有意義な示唆を導出することを目的とした。1995年以降、防災に関する大学の努力を特徴面で見てみるとまず、民․官․学連携に基づく研究成果の社会還元型、第二に防災․減災の専門家の育成型、第三に防災教育プロジェクト主導型に区分することができる。このような大学の防災努力を大学の教育課程の観点から見れば、専攻中心の進路教育と市民教育中心の教養教育に分けられる。 大学の防災教育は、社会貢献学、防災学、災害医療歯科学などの新しい学問領域を開拓することで、学生に新しい進路選択肢を与えることができ、また様々な共同体中心のボランティア活動を通じて積極的な市民教育という教養教育の価値を極大化させることができる。このように防災教育における進路教育と教養教育という二つの中心軸は、様々な共同体との連携を通じて大学の学士力強化にも直結するという点で、オープンコラボレーションを重視する4次産業革命時代のコアコンピタンス教育としても意義がある。 研究結果をもとに、韓国の大学防災教育のための示唆を提示すると、次の通りである。まず、大学は安全․安心が可能な社会の実現に貢献するための防災専門性を確保しなければならない。第二に、大学の防災教育は、学問研究という大学の本来機能面の専門教育課程と共同体社会の市民力を高めることができる教養教育課程が有機的に結合されるべきである。第三に、大学は、学生と市民に多様なグループと接する経験を奨励することにより、困難に直面した人たちを助けることこそ、共存社会を生きる民主市民の権利であり、責務であることを認識させなければならない。
