This study measures and compares the industrial productivity(2010-2014), the industrial competitiveness(2011-2014) and the international competitiveness (2011-2015) of both the Gyeongbuk bio-pharmaceutical and pharmaceutical industries currently implementing ‘The Global Vaccine Industrialization Initialization Plan’ by computing various kinds of economic indices. The LQ’s of firm numbers(LQ=0.521, 12th), employee numbers (LQ=0.182, 13th) and sales(LQ=0.102, 11th) of the Gyeongbuk bio-pharmaceutical industry are lower than 1. Total regional growth rate(-0.00049, 11th) indicates that the Gyeongbuk bio-pharmaceutical industry is less competitive than those of other regions, and according to net relative change effect(-0.029, 10th), its growth rate is even less than the national growth rate. The Low RCA(0.0004, 13th), perfect export specialization(TSI=1, 1st) and zero Intra-Industry Trade Index(IIT=0, 12th) are pointed out. Gyeongbuk pharmaceutical industry’s labor(18.9%, 2nd) and capital productivity (8.4%, 3th) are in the high end range, but, total factor productivity(-19%, 13th) is low. Among the LQ’s of firm numbers (LQ=1.72, 9th), employee numbers (LQ=0.43, 11th) and sales(LQ=0.17, 12th), only the LQ of firm numbers is higher than 1. The regional share effect(2.58, 1st) is the highest among the regions, but, total regional growth rate (0.0016, 6th) is subdued by its industrial share. Gyeongbuk pharmaceutical industry has RCA(0.0039, 15th), TSI(0.68, 3rd) and IIT(0.3225, 12th).

본 연구는 ‘백신 글로벌 산업화 기반구축사업’을 추진하고 있는 경북바이오의약 및 의약품산업의 산업생산성(2010-14년), 산업경쟁력(2011-14년), 국제경쟁력(2011-15년)을 다양한 경제지수를 활용하여 실증적으로 추정하고 비교·분석을 수행하였다. 경북바이오의약산업은 사업체수(LQ=0.521, 12위), 종사자수 (LQ=0.182, 13위), 매출액(LQ=0.102, 11위)의 입지계수가 1보다 작았고 총성장률시차(-0.00049, 11위)는 음(-)으로 타 광역시·도 바이오의약산업에 비해 경쟁력이 떨어졌으며 변이할당분석의 순상대변화효과(-0.029, 10위) 역시 음(-)으로 전국 평균 산업에 비해서도 경쟁력이 뒤졌다. 국제경쟁력을 보여주는 현시비교우위지수(RCA=0.0004, 13위)는 낮았고 완전수출특화상태(TSI=1, 1위)를 지속하고 있었으며 산업내무역지수는 0(12위)이었다. 경북바이오의약산업은 아직 기반구축단계에 있어서 차후 재평가가 필요할 것으로 판단된다. 경북의약품산업의 노동생산성(18.9%, 2위), 자본생산성(8.4%, 3위)은 높았지만 총요소생산성은 전국의약품산업 평균(-5%)보다 낮은 –19%(13위)이었고 사업체수(LQ=1.72, 9위), 종사자수(LQ=0.43, 11위), 매출액(LQ=0.17, 12위) 입지계수 중 사업체수 경우만 1보다 높았다. 변이할당분석의 지역할당효과(2.58, 1위)로는 경쟁력이 전국에서 가장 높았으나 경북의약품산업 비중으로 조정된 총성장률시차(0.0016, 6위)에서는 경쟁력이 감소하였다. 현시비교우위지수(RCA=0.0039, 15위)는 낮았고 수출이 수입보다 큰 수출특화구조(TSI=0.68, 3위)였으며 산업내무역지수는 0.3225(12위)였다. 경북의약품산업은 경북산업에서 차지하는 비중은 아직 작지만 생산효율적이었으며 경쟁력이 있는 산업으로 경북의 미래성장 동력산업임을 확인할 수 있었다.
