this thesis investigate policy-making process regarding Lotte World Tower, the tallest skyscraper in South Korea. I focused on analyzing policy-making process regarding Lotte World Tower with ‘Power Elite Theory’ of C.W.Mills. Mills argue that ‘Power Elite’ are those who possess high rank post of government, military, corporation, and they have decisive power in policy making process. according to Mills’ theory, strong conflict among 3 elite groups can exist, and cooperation and consultation among elite in required to come up with a decision. runway of Seongnam air force base, traffic congestion, and safety problem in the construction process are main issues analyzed in this thesis. it was able to find out conflict and cooperation among power elite in these cases. Lee Myungbak, the 17th president of Korea is a good example of ‘elite integration’ in Mills’ theory. also, I concluded that Lotte world tower show decision of Power elite can be irrational or inefficient as Mills mentioned. By put together all that stated above, I propose major reason behind the decision of power elite in the Lotte world Tower case: 1. Diminishing influence of military dictatorship 2. Power elite integration 3. Neoliberalism.

높이가 555m로 대한민국에서 가장 높은 마천루를 포함한 복합 시설인 제2롯데월드는 그 거대한 사업 규 모로 인해 많은 정책 결정이 이루어졌다. 본 연구는 밀스의 파워 엘리트 이론을 중심으로 대한민국의 제2롯데월드 사업을 둘러싼 정책결정과정을 분석하였다. 밀스의 파워 엘리트 이론은 정부, 군부, 기업 세 집단의 고위직을 차지 하고 있는 ‘파워 엘리트’가 정치권력을 주도한다는 내용이다. 본 연구에서는 성남 공군기지 활주로로 인한 고도제 한, 교통 과밀, 시공 과정 내 안전 문제를 주로 분석해 통해 파워 엘리트들의 정책 결정에 끼치는 영향을 분석하였 다. 그 결과 군사정권의 영향력 감소, 파워 엘리트 통합, 그리고 신자유주의의 영향으로 파워 엘리트들 간의 협력과 합의가 이루어져 제2롯데월드가 관철되었다는 것을 확인할 수 있었다.
