This study looks formation process of local governance by focusing on power relations among actors involved in location conflicts of Suwon probation office. It uses concept of local governance and theory of three dimensions of power as conceptual frameworks. To mediate conflicts, public-private joint committee was established and operated since September, 2013. This study divides researched period as 1st and 2nd based on the first meeting of the committee. In the 1st period, both of parents’ association and ministry of law have first dimension of power. Negative perception of public on NIMBY regulates activities of parents’ association as third dimension of power. Seongnam local government, which has relatively less power, becomes a mediator by proposing public-private joint committee. In the 2nd period, ministry of law recovers its third dimension of power and joint committee becomes a framework of local governance. At the same time, joint committee itself becomes third dimension of power. Formation process of local governance highlighted by this study shows possibility of a way of resolving social conflicts.

본 연구는 수원 보호관찰소 성남지소의 분당구 서현동 이전과 관련한 입지 갈등에서 드러난 행위주체들 간 권력관계를 로컬 거버넌스의 형성이라는 관점에서 분석한다. 분석을 위한 개념 틀로는 로컬 거버넌스와 3차원 적 권력론이 활용되었다. 입지 갈등을 해소하기 위한 로컬 거버넌스의 한 형태인 민관대책위원회가 구성된 시기 이 후로 한정하여 연구를 진행하였으며 첫 회의가 열리기 이전을 1시기, 이후를 2시기로 구분하였다. 분석 결과, 1시 기에는 학부모대책위와 법무부가 주요 행위주체로써 1차원적 권력을 행사하며 갈등을 겪고 있었다. 지역이기주의 라는 인식은 3차원적 권력으로써 학부모대책위의 행위에 영향을 미쳤다. 권력이 상대적으로 약했던 성남시가 민관 대책위원회라는 로컬 거버넌스의 제도적 틀을 제안하면서 중재자로써의 역할을 가졌다. 2시기에는 민관대책위원 회가 운영되면서 법무부가 3차원적 권력을 회복하였고, 민관대책위원회라는 제도적 틀을 통해 로컬 거버넌스가 형 성되었다. 입지 갈등 해결을 위한 사회적 합의라는 차원에서 민관대책위원회는 그 자체로 3차원적 권력으로 기능 하기도 했다. 본 연구에서 드러난 로컬 거버넌스의 형성과정은 향후 다양한 사회갈등을 해소하는 방식에 있어 새로 운 가능성을 보여주는 것이라 하겠다.
