The Balanced Scorecard is a Performance Management system that is developed for the private sector. When the BSC is applied to the local government, it is necessary to change the BSC model considering the characteristics of the local government. This study analyzed the Characteristics of BSC Performance Management System in the local government by comparative analysis of the 34 case. The summary of the results is as follows First, result of the BSC Model Analysis, there are three types of the BSC models : KPI(4 cases), KPI + Initiative(25 cases), Initiative(5 cases), And then all of the local governments appears that it operates a IPM(Integrated Performance Management) function for the management of the Project. Second, Results of reviews on whether to introduce personal evaluation function to the BSC Performance Management System, Of the 34 local governments, 23 local governments have introduced personal evaluation function into the BSC Performance Management System. Third, 33 local governments have introduced QES(Qualitative Evaluation System) function, And then 25 local governments were integrated management of the internal and external evaluation by the BSC Performance Management System.

민간부문의 성과관리 수단으로 개발된 균형성과관리를 지방자치단체에 적용하기 위해서는 지방자치단체의 특성을 반영한 BSC모형의 변경이 필요하다. 이에 본 연구에서는 BSC가 지방정부의 특성을 반영하여 어떻게 변형․발전되어 운영되고 있는지에 대한 분석을 하고자 한다. 이를 위하여 34개 기초자치단체의 BSC 기반 성과관리 시스템 운영 현황에 대한 비교분석을 실시하였다. 그 결과를 요약하면 다음과 같다. 첫째, BSC 모형을 분석한 결과 KPI 중심 BSC모델은 4개, KPI 및 이행과제 BSC 모델은 25개, 이행과제만 채택한 BSC 모델이 4개였으며, 34개 자치단체 전체가 과제관리를 위한 통합성과관리 기능을 도입하여 운영하고 있었다. 둘째, 성과관리시스템에 개인평가 기능의 도입여부에 대한 검토 결과, 분석 대상 34개 단체 중 23개의 자치단체가 개인평가 기능을 성과관리 시스템에 도입한 것으로 나타났다. 셋째, 지방자치단체의 경우 업무 특성상 사업의 성과를 계량화가 곤란한 여건을 반영한 정성평가체계를 33개 자치단체가 도입하고 있으며, 25개의 지방자치단체에서 합동평가 또는 읍면동 평가를 BSC 성과관리 시스템으로 통합관리하고 있는 것으로 나타났다.
