The study aims to review the social security tasks of local county governments comprehensively and to analyze those tasks comparatively. Since 2012 fundamental amendment of [Social Security Act], social security tasks of local government have continuously expanded. The study tries to draw policy implications for local governments to design their own community social security plan. The analyses includes the ratio of social security budget, policy target in terms of their demographic characteristics, the content of social security tasks. The study utilizes total 4,344 social security tasks done by Busan district at August, 2016. Descriptive statistics and cluster analysis are employed. The study finds the four different types of social security demand are not so much corresponded with the social security supply patterns. Overall, the differences in social security supplies among county governments are prominent. The differences in social security budget for the child and youth are much bigger than those for the elderly. On the other hand, the differences in social security budget for the basic income or housing support are smaller than those for health, employment, and culture/ leisure. Based on these results, the study draws policy implications on the local and county government for planning community social security.

본 연구는 2012년 사회보장기본법 개정이후 확장된 사회보장 개념에 입각하여 자치구별 사회보장사업을 검토하고 자치구별로 비교분석함으로써, 향후 지방정부의 사회보장사업 설계 시 고려해야 할 정책적 시사점을 도출하고자 하였다. 2016년 8월 현재 부산지역에서 실행되고 있는 4,344개 사회보장사업을 분석하였으며, 기술통계와 군집분석을 활용하였다. 연구결과 사회보장 수요유형과 자치구별 사회보장공급간 상호 조응성은 그다지 높지 않았다. 사회보장공급의 자치구별 차이는 예산비중, 집중 정책대상, 사업내용 모두에서 상당히 큰 편이었다. 특히 노인대상 사업에 비해 아동, 청소년 대상 사회보장사업의 자치구별 편차가 두드러졌다. 사업내용에 있어서는 생계지원이나 주거사업처럼 주로 저소득층에 집중되는 사업에 비해 건강의료, 고용지원, 문화여가사업 등에서 자치구별 편차가 뚜렷했다. 본 연구는 이상과 같은 연구결과에 기반하여 지역의 사회보장계획 수립 시 고려해야 할 정책적 시사점을 제안하였다.
