Despite promoting the autonomous police system with government policy in all recent regimes, South Korea did not introduce this system nationwide. Because the police are not able to overcome the shortcomings of the centralized police system and do not provide security services for citizens in accordance with the security situation and features of the area. Under such circumstances in 2006 Jeju Special Self-Governing Province was established, Jeju Special Self-Governing Province () will introduce a self-governing police system. There is a possibility that this Jeju autonomous police is one of the important national policies that is being piloted and it is very important meaning as an example model before the nationwide expansion of the self-government police system It has been evaluated as having. However, my candidates have raised problems concerning the scope and content of the administrative field, and regarding the investigation function, since the time of enforcement, the scope of the self-government police investigation right has become a lot of debate about the cadence. Therefore, in this research, we are conducting research on strengthening the investigation function toward strengthening the phase of the Jeju autonomous police who do not have a strong phase in the criticism of the police only as upper side, It began with recognition. The Jeju autonomous police are currently having the authority to investigate in a total of 23 kinds of special judicial law, but there is no authority to investigate the general justice, the autonomous police's execution means and authority are very restricted. Therefore, he suggested that policy authority of autonomous police should be expanded and investigation function should be given. Regarding the scope of the investigative authority that autonomous police can carry out, there are various opinions, but I think that a strategy that gradually expands the investigation authority is appropriate. At first it departs from the room that grants the authority to investigate mild crimes. In the next stage, the autonomous police are in charge of police affairs in the area, including investigations on civilian security and residents' safety. Furthermore, it should proceed to give the complete investigation right to the self-governing police ultimately.

우리나라는 문민정부 이후 모든 정권에서 자치경찰제도를 정부정책으로 추진하였음에도 불구하고 이 제도를 전국적으로 도입하지 못하였다. 우리 경찰이 중앙집권적인 경찰체제로서의 단점을 극복하지 못하고, 지역별 치안상황, 특색 및 재정에 맞게 시민들이 요구하는 치안서비스를 제공하지 못하고 있는 실정이기 때문일 것이다. 이러한 상황 속에서 2006년 제주특별자치도가 출범하면서 도내에 자치경찰제도를 도입하게 된다. 이 제주자치경찰은 시범적으로 최초로 실시되고 있는 중요한 국가정책의 하나라고 할 수 있고, 앞으로 자치경찰제도의 전국적인 확대 도입에 앞서 모범모델로서 아주 중요한 의미를 갖는다고 평가받고 있다. 하지만 제주자치경찰은 사무분야의 범위 및 내용에 대하여 문제가 제기되었으며, 수사기능에 관하여는 시행할 때부터 자치경찰 수사권의 범위가 어디까지인가에 대하여 많은 논란이 되어 왔었다따라서 이 연구에서는 무늬만 경찰이라는 비판 속에 강고한 위상을 갖지 못하고 있는 제주자치경찰의 위상강화를 위하여 수사기능 강화에 대한 연구를 수행하였으며, 직접적으로 수사기능에 관한 문제인식에서 시작되었다. 제주자치경찰은 현재 총 23종의 특별사법에 관한 분야에서는 수사권한을 가지고 있으나, 일반사법에 대한 수사권한이 없어서 자치경찰의 집행수단과 권한이 매우 제약을 받고 있는 상황이다. 따라서 정책적으로 자치경찰의 권한을 확대하여 수사기능을 부여하여야 한다고 제언하였다. 자치경찰이 수행할 수 있는 수사권한의 범위에 대해서는 여러 가지 의견이 존재하는데, 단계적으로 수사권한을 확대 부여하는 방안이 적합하다고 생각한다. 처음에는 경미범죄에 대한 수사권한을 부여하는 방안에서 출발하여 다음단계에서는 민생치안 및 주민안전에 관련된 수사를 포함한 모든 경찰사무를 지역에서 자치경찰이 담당하게 하며, 궁극적으로 자치경찰에게 완전한 수사권을 부여하는 방향으로 나아가야 할 것이다.
