A threat of violent extremism is globally expanding including the USA and the Western Europe. Such a extremist terror attack also affects on South Korea. Several warnings have told us that a terror attack could possibly occur in this country. Firstly, IsIL(The Islamic State in Iraq and the Levant) identified South Korea as a terror target. Secondly, terrorism supporters or followers appear within the country. A shooting rampage in October 2016 was enough to show that a condition of terror attack became fully matured in the South Korean society. Interestingly, several conditional factors of violent extremism terror attack was appeared in that incident. As evidenced, an elevated plausibility of violent extremist terror attack within the country calls for the preparation of counter-terrorism measures. A first step of couterterrorism effort should be a risk prediction and assessment on potential terror targets. This study is a response to such a need. Various research methods including case study, qualitative interview, unstructured survey, and content analysis were used. Initially, major overseas terror incidents were evaluated. For doing so, lessons will be drawn and probable terror attacks that might happen in South Korea will be anticipated. Next, a risk prediction and assessment on potential terror targets will be conducted. Considering the cost-benefit evaluation, counterterrorism resources and efforts should be rationally concentrated on the high risk potential terror targets. For such a purpose, the current study indicated such high profile targets.

폭력적 극단주의의 위협은 미국과 서유럽 전역을 포함하여 전세계적으로 확산되고 있는 추세를 보인다. 이러한 폭력적 극단주의 테러공격은 우리나라에도 영향을 미친다. 몇 가지 최근의 징후들은 우리국가에서도 향후 가까운 미래에 테러공격의 가능성이 현실적으로 나타날 수 있음을 경고한다. 먼저, 국제테러세력인 ISIL(The Islamic State in Iraq and the Levant) 등은 한국을 테러대상으로 지목했다. 다음으로, 국내에서도 테러추종 또는 지지 세력이 나타나고 있다. 이 세력은 국내체류 외국인들과 내국인 모두를 포함한다. 2016년 10월 발생한 오패산 터널 사제총기공격사건은 비록 본격적인 테러사건으로 보기는 어렵지만 우리사회에서도 테러공격의 여건은 성숙된 것으로 보여주기에는 충분했다. 흥미롭게도 폭력적 극단주의 테러공격의 요건들이 이 사건에서 나타난다. 이처럼 국내에서의 폭력적 극단주의 테러공격의 발생 개연성이 높아짐에 따라 이에 대한 테러대응방안의 마련이 필요해지고 있다. 테러대응 노력의 가장 첫 번째 조치는 각 테러대상 시설들에 대한 테러발생 위험성의 예측과 평가가 되어야 할 필요가 있다. 이 연구는 그러한 필요에 따른 하나의 시도이다. 연구를 수행하기 위해 사례연구, 그리고 인터뷰와 설문조사, 문헌자료 분석 등의 다양한 방법들이 사용될 것이다. 우선 연구를 위해 최근 해외에서 발생한 주요 테러사건을 분석하고 테러양상을 살펴볼 것이다. 이를 통해 시사점을 살펴보고 국내에서 발생 가능성이 높은 테러공격의 특성들을 도출할 것이다. 다음으로, 테러대상시설에 대한 위험성을 예측하고 평가할 것이다. 현실적으로 모든 테러대상시설을 동일한 정도로 보호할 수는 없다. 비용-편익을 고려하여 위험성이 높은 시설에 인원, 물자, 장비, 노력 등을 집중하는 것이 합리적일 것이다.
