This paper intends to analyze the present employment & production of Korean services industry and find out the desirable trade policy of Korea in 21st century. The global services negotiations are proceeding with difficulty for services market opening. The services market opening warns the keen international competition to Korea in the near future. It is very important key to the solution of the problems for Korea to gain an advantage over the sharp international competition.
Korea has undergone big changes of industrial structure recently. Korea also follow the industrial path of developed countries. The income and employment ratios of services industry to other industries form almost 70% of total income and employment. This ratios are more low than the developed countries, but imply that Korean economy is similar to those countries in industrial structure.
The international trade of services industry grow larger every year. Korea should make positive inroads into foreign markets in the services industries. The partial services industry of Korea stay predominant over other countries, but the international competitive power is weak in general. Korean government should strengthen the competitiveness for those weak industries. The infant and relative inferior services industries should be protected from the domestic market attack of foreign firms. In conclusion, Korea should expand more weight of services industries than present, and find out the macroeconomic policy approach for employment promotion and income growth in services industries.

이 연구의 목적은 서비스시장개방을 앞두고 선진각국들이 서비스시장개방의 이익을 선점하기 위해 치열한 경쟁을 벌이고 있는 시점에서 우리나라 서비스산업의 현황과 역사적 발전과정을 고찰하고, 국내경제의 전반적인 움직임이 더욱 빠르게 탈공업화가 이루어져 서비스산업화를 지향함으로써 갈수록 거세지고 있는 국제경제의 서비스시장개방화에 어떻게 대응할 것인지, 그리고 우리나라 서비스산업을 보호하고 경쟁력을 키워나가기 위한 정책대응방안은 무엇인지를 모색하는데 있다. 또 장기불황으로 일자리 창출이 마땅치 못한 현실을 감안하여 서비스산업육성을 통한 일자리 창출에 역점을 두고 경제활성화 방안을 논의하고자 한다. 먼저 서비스업의 분류상의 특징을 고찰한다. 서비스업으로 통합분류되고 있는 항목중 전기, 건설, 가스업을 별도로 분류하여 세 분야의 경제적 기여도를 분석하고, 이를 제외한 순수서비스업의 경제적 유익성을 진단하고자 한다. 서비스업의 생산 고용실태도 분석한다. 다음으로 서비스업의 전반적인 경쟁력, 수지구조, 국제경쟁력을 논의하고 개방압력에 따른 제반 문제점과 과제를 도출하여 서비스산업의 발전대책을 모색하고, 마지막으로 요약과 정책적 시사점을 제시하였다.
