This paper develops a framework for economic analysis of the investment in High-Speed Rail (HSR) line connecting Seoul and Gangneung in Korea. Our researchframework is composed of a Computable General Equilibrium (CGE) model integrated with a micro-simulation of transportation network. The change of accessibility index dueto the investment in the HSR line is calculated using network analysis approach, and the impact of transportation accessibility on local value-added is analyzed by estimating aproduction function. The micro-simulation of transportation network is integrated into a production module of the CGE model to analyze macroeconomic effect of the changesin accessibility index. The results indicate that the GDP　increases by 2.86%, and the increase in value-added is greatest among service industries (3.11%), followed by tourismindustries (2.86%). This implies that supportive policies to develop service industries including tourism sectors along with the HSR construction would contribute to economicgrowth in more balanced way.

본 논문은 서울-강릉 간 고속철도 건설에 따른 경제적 효과를 분석하는데 있다. 이를 위해 교통모형을 통합한 연산일반균형(Computable General Equilibrium, 이하 CGE)모형을 개발하여 살펴본다. 고속철도 건설로 인한 접근성 지수의 변화는 네트워크 분석을 통해 도출하며 공간적 상호작용을 통한 경제활동의 잠재적 기회로 정의한다. 따라서 고속철도 건설에 따른 접근성의 향상은 생산성을 증가시키는 요인으로 볼 수 있으며 생산함수를 추정하여 지역의 부가가치 변화를 살펴본다. 통합된 교통모형은 CGE모형의 생산부문에 영향을 미치며 이는 교통투자에 따른 경제적 파급효과를 거시적으로 살펴보는데 의의가 있다. 분석 결과 국내총생산은 고속철도 건설 전 대비 2.86% 증가하는 것으로 나타났다. 산업별로 살펴보면 서비스업 부가가치의 증가(3.11%)가 가장 큰 것으로 나타났으며 관광서비스업의 부가가치 증가(2.86%)도 두드러짐을 알 수 있다. 이는 곧 서비스업과 관광서비스업의 활성화를 위한 정부의 정책적 지원이 고속철도 건설에 따른 지역 간 균형적 발전에 미치는 긍정적 영향을 확대 할 수 있음을 보여준다.
