The purpose of this paper is to bring out the ideas about how Korean traditional performing arts education in abroad could stand in the 21st century. Due to the various movements of population and fast dissemination of culture through mass media, the boundary of nation is becoming blurred. We should no longer try to preserve our traditional music within ourselves but rather try to find ways to share with the outside world. To make outside world understand our music, right policies about Korean traditional performing arts education in aborad are compulsory. We have to satisfy both keeping our identity and to be part of the world music culture. For these reasons, it is necessarily to discuss how Korean traditional performing arts should be developed or created so that it can take part in the global music scene today. To globalize Korean traditional performing arts education in the world the speciality of the performing arts should actively teach outside Korea and also individual members should be active as well to make outside world understand Korean traditional performing arts. Various books in many language such as Japanese, Chinese and English books about introducing Korean traditional performing arts should be published. Also, CDs, Videos, and DVDs should be created to educate Korean traditional performing arts in abroad. The internet and cyber space should be used to educate Korean traditional performing arts and furthermore, through network system, cyber Festival of performing arts in Asia-Pacific could be conducted. Throughout these methods, we can make the true globalization of Korean traditional performing arts.

이 논문은 세계 여러 곳에 산재해 있는 국악교육 관련 민간 단체와 국공립기관의 강습 현황을 바탕으로 설문조사 및 광범위한 통계조사를 실시하여 그 결과를 바탕으로 수요와 공급의 메카니즘을 파악하고앞으로의 정책방향 수립을 위한 논의의 한 방안으로 작성된 논문이다. 가장 먼저 해외 국악교육과 관련된 모든 사업이 단일한 브랜드로 연결되어 추진되는 것이 필요하겠다. 그러한 전략적 추진은 지역별 차별화된 정책과 해외 교육기관과의 연계라는 두 가지 큰 정책의 기본 방향을 용이하게 수행해 나갈 수있도록 도와 줄 것이다. 그러한 큰 흐름 위에 국악교육을 위한 다양한 교육과정과 교재를 개발 보급하고 전문인력을 양성할수 있는 기관을 국내에 설립하여 그곳에서 총체적인 사업을 시행해 나가고 해외 전통공연예술교육을위한 기반을 구축해 나가고 이 사업의 지속성을 확보해 나가는 것이 중요하다고 하겠다. 이 세 가지사업의 시행은 교육의 목표 설정과 함께 교육과정과 교재의 개발이 먼저 선행되어야 하고 그 두 사업이 궤도에 오른 이후 전문인력(전문가 그룹과 비전문가 그룹)의 양성과 인증제에 대한 사업이 그 방향을잡고 추진될 수 있을 것이다. 이러한 과정 속에서 어떠한 지역별 차별화 정책이 필요한가의 문제와 이미 해외에 설립되어 있는 여러 기관들, 예를 들어 해외문화원, 문화홍보관, 한국어 교육 관련기관, 한국학 개설대학, 해외 초 중등학교, 각 지역 한인회, 재외동포 신문사, 태권도장, 개인교육기관 등을 어떻게 포괄하고 이들과의 연계를 어떻게 적극적으로 시도해 나갈 것인가의 정책과 고민이 동반되어져야 할 것이다. 해외기관과의 연계에도 지역별 차별화된 전략이 수립되어야 하고, 비전문가 그룹과 전문가 그룹의 강사들을 어떻게 효과적으로 배치할 것인가의 문제도 고민되어야 할 것이다. 이러한 과제가 수행되고 사업이 궤도에 오른 이후에는 통합 사이버학습 환경의 구축과, 국내 교육기관을 포괄하는 문제, 국내외 전통공연예술교육을 연계하는 문제까지도 논의될 수 있을 것이며 그 구체적 방안까지도 모색될 수 있을 것이다. 이러한 일련의 과정은 전통공연예술의 활성화와 세계화를 구현시키고 대한민국의 국가 경쟁력의 선진화를 이루어내는 초석이 될 것이다.
