This study reviewed aspects of Military-first Music Politics of North Korea embodied by the Eunhasu(Milky-way) Orchestra that appeared in 2009 and disintegrated in 2013. The Eunhasu was a performance group that arranged a model and realized for Musical group of North Korea in many ways. In other words, the Eunhasu Orchestra progressed concerts that give national character, identity and hope about construction of the strong and prosperous country by playing lots of Military-first era songs as entire-mixed orchestration. And by arranging musical instruments organization as Entire-mixed orchestration to claims National Sense of Beauty, Korean People-first also can be distinguished from other groups. In addition, they made not only ‘medley of songs’ by arrangement or New Musical Structure but also established well-known Program Music Concert every time to emphasize on thought of concert as they tried to realize popularity that Kim Jung Il had claimed.

이 글은 2009년에 등장하여 2013년에 해체된 은하수관현악단에 구현된 북한 선군음악정치의 양상을 검토한 글이다. 은하수관현악단은 여러 면에서 북한 음악단체의 모범을 마련하고 구현한 연주단체였다. 즉, 은하수관현악단은 수많은 선군시대의 가요들을 전면 배합관현악 편성으로 연주함으로써 민족성과 주체성, 그리고 강성대국건설에 대한 희망을 안겨주는 연주회를 진행하였다. 또한 악기 편성을 전면 배합관현악 편성으로 배치하여 민족적인 미감과 조선민족제일주의를 표방하는 연주를 하였다는 점 역시 여타의 단체와는 구별된다. 또한 새로운 편곡에 의한 ‘가요연곡’이나 새로운 음악편성을 만들어 내었을 뿐만 아니라 매 연주회마다 주제를 제시함으로써 연주회의 사상성을 강조하였다는 점에서 김정일이 주장해왔던 인민성을 구현하기 위해 노력하였다.
