There has been a tendency in researching on the intangible cultural assets of China that the researcher would have a confrontive attitude against those of South Korea. In addition, most researchers would point out the problems of China’s hegemonism and excessive nationalism, which would be true in some way. However, it is a serious mistake that this pointing out China’s policy directly leads an answer of the question ; “Are South Korea’s intangible cultural assets policies pure?” Both China and South Korea have policies nationalizing intangible cultural assets, having used the assets in the nationalist point of view and having thought in the ideological point of view. However, there is a difference between them in transmitting field. The government’s sense of responsibility about intangible cultural assets transmission can be relatively strongly catched in China’s transmitting field. On the contrary, South Korea’s policies have been a relatively strong tendency that technical and artistic abilities of the assets should be supervised and controled by government, while the economic survival of cultural assets transmitter has been abandoned. This refers to unconcious neoliberalism ruling the field of intangible cultural assets of South Korea. It is the time cooperating for the abrogation of this distorted policy.

흔히 중국의 무형유산을 이야기할 때 우리의 무형유산에 대한 대결 적 관점에 서있게 된다. 아울러 무형유산과 관련한 중국의 패권주의와 과도한 국가주의를 지적한다. 이는 물론 어느 정도 사실이다. 하지만 중국의 정책에 대한 지적이 ‘과연 한국의 무형유산 현주소는 중국과 달 리 순수한가’의 문제를 호도하는 방향이 되어서는 안된다. 사실 중국과 한국 모두 무형유산을 국유화하며 국가주의 관점에서 활용하고 이데올 로기적으로 사고하고 있다. 하지만 전승현장에서는 양국의 커다란 차이 가 존재한다. 그것은 바로 무형유산 전승의 책임을 국가가 완결시키고 있는지 방기하고 있는지의 차이다. 중국에 비해 상대적으로 한국의 정 책은 기‧예능은 국가가 관리‧통제하고 전승자들의 삶은 개인의 책임으로 돌리는 태도를 보이는 측면이 강하다. 이는 무의식적 신자유주의적 환 경에 의해 무형유산이 지배받고 억압되고 있다는 점을 말해준다. 전승 자들의 삶을 책임지지 않은 선에서 ‘지원’을 말할 때 국가는 무형유산에 대해 문화콘텐츠로 활용하거나 기획력을 강화해서 ‘각자 알아서 살아라’ 는 태도에 머물게 된다. 이러한 왜곡된 정책폐기를 위해 힘을 모아야 할 때이다.
