유럽의 상호문화주의

Nowadays there are so many problems accumulated that the advanced European societies need to solve: labor shortages arising from the low birthrate and aging population, the slowdown in economic growth, the increasing financial burden for social welfare etc. In order to make sustainable socioeconomic development under these difficult circumstances the European societies have accepted that the inflow of international migrants into Europe is not longer a matter of choice, but a matter of existence. Thus, also in the 21th century the advanced European multicultural societies take in immigrants steadily. For the last 20~30 years, however, the expansion of immigrant communities has created a deep political, economical, social, cultural, and religious rift between the major mainstream cultural group and the minor immigrant groups, leading to a series of serious sociocultural conflicts. It has often happened in Europe that such conflicts have developed into violent bloody collisions. Then, since 2000 several leading members of the European communities have harshly criticized that such violent bloody collisions are deeply rooted in failure of multiculturalism as ideology for the social integration. The reference to 'failure' is based upon the perception that the policies of multiculturalism have promoted separate communities within nation-states. Accordingly, European societies have begun to find ways to a new conceptual logic or an argument which can replace multiculturalism and mutlicultural policies. At this point the concept of 'interculturalism' and intercultural policies have come to the fore. The concept of 'interculturalism' implies a dynamic interaction through interrelation, and cross-cultural meeting and dialogue between different cultural communities. Looking at it from the perspective of interculturalism, every cultural community in the meeting place is a main agent and has the same status and rights regardless of its strength and size. The aim of interculturalism is lay out logical bases of policy measures through which the mainstream cultural community and non-mainstream cultural groups depart from the meeting place at local level and reach the social cohesion at national level. Therefore, interculturalism and intercultural policies are subject to the bottom-up implementation process. Last but not least: The basic premise of interculturalism is that every cultural community is that every cultural community in a society has the same rights. The premise itself may, however, be a utopian ideal in the real world.

유럽에는 저출산과 고령화로 인한 노동력의 부족, 경제성장의 둔화, 복지재정 부담의 증가 등 많은 과제들이 산적해 있다. 이와 같은 어려운 상황 속에서 유럽 사회가 지속가능한 사회경제적 발전을 이룩하기 위해서는 국제이주자의 유입이 선택의 문제가 아니라 생존의 문제와 직결된다 하겠다. 그래서 21세기에 들어서도 유럽의 선진 다문화사회는 이민자를 꾸준히 받아들이고 있다. 그런데 최근 20~30여 년 동안 이민사회의 확장이 주류집단과 소수 이주자집단 사이에 정치· 경제·사회·문화·종교적 갈등의 깊은 골을 만들어 심각한 사회·문화적 갈등 관계를 낳았다. 그와 같은 갈등관계가 결국 소요, 폭동, 테러 등과 같은 폭력적인 유혈충돌사태로 번지는 사례들이 종종 발생했고 발생하고 있다. 그러자 2000년 대 이후 유럽의 여러 지도층 인사들은 유럽 다문화사회에서 벌어진 일련의 유혈 충돌사태의 원인이 ‘다문화주의’의 정책적 실패에 기인하다는 비판을 앞 다퉈 쏟 아냈다. 그들은 다문화주의가 국민국가 내에서 사회 공동체의 분리를 조장한다 고 주장을 펼쳤다. 이런 상황 속에서 유럽사회는 기존의 다문화주의와 다문화정 책을 대체할 새로운 개념적 논리와 담론을 모색하기 시작했는데, 이때 대두된 것 이 바로 상호문화주의와 상호문화정책이다. 상호문화주의는 서로 다른 문화공동체들의 상호관계성, 상호만남과 상호대화 를 통한 역동적인 상호작용을 함축한다. 상호문화주의의 입장에서 바라보면, 만 남의 장에 있는 모든 문화는 각자가 주체이며, 힘과 규모에 상관없이 동등한 위 상과 권리를 갖는다. 상호문화주의의 지향점은 주류문화집단과 비주류문화집단 이 지역 단위의 만남의 장에서 출발하여 국가 단위의 사회결속이란 목표점에 도 달할 수 있는 정책방안의 논리적 근거를 제공하는데 있다. 그래서 상호문화주의 와 상호문화정책은 궁극적으로 상향식 시행과정을 전제로 한다. 끝으로 간과해서 안 되는 점이 있다. 상호문화주의의 기본전제는 한 사회를 구성하는 모든 문화집단들이 동등한 권리를 갖는다는 것이다. 그런데 이 전제조 건 자체가 현실세계에서 하나의 유토피아적 이상일지도 모른다.
