The authors measured the degree of regionalism in the 4th to 6th local council elections in this study. In this paper, we use the index developed to measure the degree of regionalism. First, the 'nationalization of the region', which shows the distribution of votes and seats obtained from each political party in a particular region, And the degree of interregional regionalism, which measures the homogeneity of the distribution of party support among the two regions, was measured. In this way, we examined the role of regionalism in local basic assembly elections, and examined the role of the newly introduced midterm election system in nationalization of Politics. First, unlike the 4th election, the possibility of nationalization through the mega-scale system was confirmed in the 5th and 6th local basic assembly elections. However, it is somewhat early to generalize the effect of the median electoral system in that local elections have a strong mid-term character and the medium electoral system is only implemented three times in the local parliamentary elections. Second, in the case of regional regionalism, it can be seen that the heterogeneity of the political support between the Youngnam and the Honam area is clear in the local council election.

논자는 본 연구에서 제4회에서 제6회 지방의회 선거의 지역주의 정도를 측정하였다. 이를 위해 본고에서는 지역주의의 정도를 측정하기 위해 개발된 지수를 활용하여, 우선 특정 지역이 각 정당으로부터 얻은 득표 및 의석의 분포가 전국에서 얻은 각 정당의 분포와 동일한 정도를 나타내는 ‘지역의 전국화’를 측정하고, 두 지역 간 정당지지의 분포의 동질성을 측정한 ‘지역 간 지역주의 정도’를 측정하였다. 이를 통해 지방의회선거에서 지역주의가 어떠한 양상으로 나타나고 있는가를 통시적으로 살펴보면서, 기초의회 선거에서 새롭게 도입된 중선거구제가 정치의 전국화에 어떠한 역할을 하는지 확인해 보았다. 분석결과 첫째, 제4회 선거와 달리 제5, 6회 지방의회선거에서는 중선거구제의 통한 전국화의 가능성은 확인할 수 있었다. 다만 지방선거의 경우 중간 평가적 성격이 강하고, 지방의회선거에서 중선거구제가 세 차례밖에 실시되지 않았다는 점에서 중선거구제의 효과를 일반화하기에는 다소 이른 점이 없지 않다. 둘째, 지역 간 지역주의 정도의 경우, 지방의회선거에서도 영호남 지역 간의 정치적 지지의 이질성이 극명하게 나타나고 있음을 확인할 수 있었다.
