Resources of local governments are highly dependent than its share of funding financing rates. In order to ensure the autonomy of the local government authority must reconstruct the power of the national finances. Local governments should perform a self-government affairs and national affairs. Costs required to perform the office should be exercised autonomously. Permission must realize substantial local autonomy and efficiency of the policy. In the legislative process it requires a legislative assessment. The State and local governments may be the way to achieve the purpose of welfare of the population.

지방자치단체의 재원은 지방세, 세외수입, 지방채 등 자체재원보다 교부세, 보조금 등 의존재원이 차지하는 비율이 높다. 지방자치단체의 자율성을 확보하기 위해서는 국가재정에 대한 권한행사를 재구성해야 한다. 국가사무와 자치사무를 수행하는 지방자치단체는 사무를 수행할 때 필요한 비용의 관리권을 자율적으로 확보해야 한다. 사무권과 재정권을 연계하여 집행할 수 있는 권한이 부여된다면 정책의 효율성이 담보되며 실질적인 지방자치가 달성될 수 있다. 재정준칙을 입법화하는 과정에서 입법평가를 통하여 자치재정권을 확보하는 방안을 모색할 수 있을 것이다. 재정권한의 부여, 절차, 재정적 타당성이 평가되고 현실적 실효성의 확보는 재정적 집행가능성에 대한 검토로서 재원조달의 가능성과 방안 검토, 재정규율 위반여부를 평가할 수 있다.
