Over the past 30years since reform and opening, especially getting into 21st century over 10years, the economy of China developed rapidly. With the accelerated process of urbanization and the growing number of urban residents, the house problem of middle-low income class in urban cities become significant. To solve the house problem, the government has taken measures, such as there are low-costing housing, affordable housing and limit housing provided for the low income families, and housing provident fund is set up for the citizen as well, but a fundamental solution is still needed at stake. In the process of housing security construction, there are many problems to deal with. For example, the affordable housing needs a clear definition of purchasers, and standard of affordable housing construction should be controlled .And for the low-rent housing users, the standard of income line and the source of low-rent house are severe problems. Use and management of housing provident fund is controversial as well.

중국은 거의 30년이 가까운 개혁개방을 거쳐서 경제가 비약적인 발전을 가져왔다. 반면에 부동산 시장이 과열되어 가격이 치솟아 일반 서민들이 노임으로 전혀 감당할 수 없는 위기상황에 빠졌다. 그리고 도시화 규모가 가속화 되면서 도시 인구가 엄청나게 늘어나 주택난 문제가 날로 심각해졌다. 특히 중･저소득 층 거주자들의 주택난 문제는 반드시 해결하여야 할 당면 현안으로 되었다. 중국정부는 주택시장 과열현상에 인해 더욱 심각해진 주택난을 해결하기 위해 많은 노력과 시도를 하여 왔다. 현재 중국 주택보장제도는 주택난으로 고생하는 서민계층을 위주로 경제적용주택, 저가 임대 주택, 공공임대주택, 주택공적금 등 여러 가지 모델로 보장시스템을 구축하고 있다. 중･저소득자의 주택 요구에 만족을 주기 위한 이런 다양한 형태의 주택보장 시스템을 추진함과 동시에 가격이 싼 중소형 주택 공급을 확대하고 주택 공급 구조를 최적화해서 여러 계층의 요구를 만족시키는데 중점을 두고 있다. 중국정부가 주택보장제도의 중요성에 대한 인식이 새롭게 제고됨에 따라 전반 사회의 주택상황은 정책효과를 바탕으로 날로 호전되어 가는 추세를 보여 주고 있지만 아직도 많은 문제가 존재한다. 이런 문제를 제대로 해결하지 못하면 주택보장 정책과 제도의 기능에 영향을 줄 수 있기 때문에 재조명이 필요한 시점이라고 할 수 있다.
