Human beings are vulnerable and need care. At the same time human beings want to start a life from the care as well as to end up a life with care. But the winner-take-all political culture that currently dominates our society is a situation that is ignored or cynicism of these natural requirements. With regard to this point, this paper sees the limitation to solve numerous social conflicts arising from the responsibility problems in the post of passive and incompetent ‘judicial responsibility model’alone. Therefore I suggest the need for proactive and preventive supplement the ‘model of social-structural responsibility’in perspectives of political philosophy. In addition, we’ll also look at the difference between guilt and responsibility, and note the problems of the overlooked issue jointly solidary responsibility. It will also perform social structural causes rather than to identify the causes of poverty imposed only by personal responsibility. Benefits that can be obtained through this study method is that additional consideration is the possibility of a way of life attitudes necessary for active responsibility of the individual members. Finally as a responsible policy alternatives available to all members of the agreement ‘caring with’action plan deals with a basic income to conclusions.

인간은 취약하고 의존적이며 돌봄이 필요한 존재이다. 더불어 인간은 돌봄으 로부터 생을 시작하며 아울러 돌봄과 함께 생을 마감하길 희망하는 존재이다. 그 런데 현재 우리 사회를 지배하는 승자독식의 문화정치는 이러한 요구를 무시하 거나 냉소하고 있는 실정이다. 이 점과 관련해서, 본고는 사회적 갈등상황에서 발생하는 다수 사건들이 소극 적이고 사후적인‘사법적 책임모델’만으로는 응당 해결해야할 책임문제에 무능 할 수밖에 없다고 본다. 이에 필자는 적극적이고 예방적인‘사회적 책임의 구조 모델’을 보완할 필요성을 정치철학적 관점에서 제안한다. 아울러 죄와 책임의 차 이점에 주목하는 가운데 연대적 공유책임의 간과된 문제점도 살펴보겠다. 더불 어 빈곤의 원인을 개인적 책임만으로 부과하기 보다는 사회구조적 원인규명을 수행함으로써 획득될 수 있는 개별 구성원들의 능동적 책임의식에 필요한 부수 적인 삶의 태도방식의 중요성도 고찰해 볼 것이다. 끝으로‘함께 돌봄(caring with)’의 책임이 구성원 모두에게 합의 가능한 정책적 대안으로 기본소득의 실천 방안을 결론으로 다룬다.
