Local culture is not only the best important resources for the sustainable regional development, but also it is only way to develop the local area. NAEPO which includes seven cities and counties in western part of Chungnam, such as Boryeong, Seosan, Hongseong, Yesan, Taean, Dangjin, and Seocheon have become at the center of regional development according to the simultaneous flow of globalization and localization in 1990, the full opening of West Coast Highway in 2001, and the central government’s plan, ‘specifying NAEPO culture-specific region’. For the development of NAEPO culture, firstly we have to establish the integrated development plan which is of the NAEPO, by the NAEPO, and for the NAEPO, not depending on the exogenous factors. Also, the basic strategies should be established and pushed forward as central government’s regional culture policies is getting stronger. We should aim for‘creative ecological city’including 21st century culture. NAEPO culture development strategies should be discussed on a different paradigm with the past physical, tangible development strategies. In conclusion, ‘Win-win advancement by inter-regional cooperation’and‘Establishment of role of NAEPO new town’should be two paradigms for NAEPO culture development. For the basic strategies for these,‘ Aiming for inside-out integrated development strategy’,‘ connecting with government’s regional cultural policy’and ‘implementing creative ecological city’are suggested.

지속가능한 지역발전을 위한 가장 중요한 자원이 지역문화이면서도 지역문화의 발전을 통해서만 지역개발이 가능하다. 보령, 서산, 홍성, 예산, 태안, 당진, 서천 등 충남 서쪽의 7개 시· 군 지역을 이르는 내포(內浦)는 1990년대 세계화와 지방화의 동시적 흐 름, 2001년 서해안고속도로의 완전 개통, 2004년 중앙정부의‘내포문 화권 특정지역 지정’계획에 따라 지역개발의 한 중심에 서게 된다. 내포문화 발전을 위해서는 먼저, 외생적 요인에 의존하지 않는, 내 포의, 내포에 의한, 내포를 위한 내발적(內發的) 통합발전계획을 수립해 야 한다. 또한 점점 강화되고 있는 중앙정부의 지역문화정책과 함께 그 기본전략이 수립·추진되고, 21세기 문화를 포괄하는‘창조적 생태 도시’를 지향해야 할 것이다. 내포문화 발전전략은 지난 세기의 물질적·유형적 개발전략과는 다른 패러다임 위에서 논의돼야 한다. 결론적으로 내포문화 발전을 위한 두 패러다임은‘지역 간 협력·상생을 통한 동반 발전’과‘내포 신도 시의 역할 정립’이어야 하며, 그 기본전략으로서‘내발적 통합발전계 획의 지향’,‘ 국가 지역문화정책과의 연계’,‘ 창조적 생태도시로의 이 행’을 제시한다.
