This thesis is about JungTo Society's humanitarian aid to North Korea. JungTo Society, one of the most active North Korea relief group, started Ten thousand Day Retreat Determinations and it is on its 8th Thousand Day Praying period now. The number of lay people participants for the praying has grown to be 5000 each first or last day of the One Hundred Day Praying session. JTS started the Retreat Determinations in wishes to tackle the four great issues for the future: environment, responsible involvements in the international society, unification and happiness. The members of JungTo work for the benefits for the entire humanity beyond the boundaries of nations, based on their Buddhist world view of correlation. Therefore they make efforts to understand the sufferings of the people in the Third World and help them, as well as getting actively involved in environmental issues. In order to do that, they always practice and pray to purify their own mind so that they can share the good with neighbors on the globe and preserve the nature. JTS and Goodfriends are the two JungTo groups for North Korea relief activities. These two groups have made constant efforts in informing the international community of the crises in North Korea such as natural disasters, famine and other emergency conditions. as well as having provided the nation humanitarian assistances. JTS-Korea recruits voluntary supporters among South Korean citizens by informing them of the crises in North Korea and prepare the aid. Then JTS-America performs research on the site through the office located in Raseon, delivers the aid, monitors and confirms the delivering processes. In case of a change, it takes appropriate measures and makes evaluations. JTS has been involved in the weak class aid, in emergency food aid, in agricultural aid, in health&medicare aid, and in emergency disaster relief aid to North Korea since 1996. Goodfriends dispatches people to the site in North Korea to make a report on the present conditions of food and of human rights. It suggests directions of North Korea relief aid and future aid policies through research and seminars on the future of North Korean society and reunification. It also helps North Korean defectors. Adding to the North Korea aids mentioned above, JTS is working on a new plan, a circulative aid, which expects to bring active changes to the North Korean regional societies. For example, it provides fertilizer to the agricultural region to receive a part of the produce to support the ingredients of children's food and a part to be sent to the coal mine region, from which, in return, it gets coal to warm the nurseries. This kind of circulative aid is not only a method to enhance independence and self-respect on the part of North Korean citizens, but also a way to expand the relief efforts to all around the country with a small amount of money.

본 논문에서는 한국불교에서 북한구호활동을 펼치는 대표적인 단체로 정토회를 선정해서 살펴보았다. 정토회는 법륜스님과 20여 명의 불자 들이 1998년에 만일결사를 시작하여, 현재 8차 천일기도 정진 중 백 일기도 입재와 회향에 5천 여 명이 모이는 단체로 성장했다. 정토회는 미래를 위한 네 가지 ‘환경, 국제사회에서의 책임의식, 통일, 마지막으 로 행복’의 문제를 해결하기 위해 결사를 시작했다. 정토행자들은 민족의 이해를 뛰어넘어 인류전체에 대한 이해를 바탕 으로 환경문제를 위해 노력하고, 제3세계에서 고통 받고 있는 민중을 이해하며, 그들에게 자신의 이익을 되돌릴 줄 아는 연기적 세계관과 의식을 가지고 활동하는 사람들이다. 이들은 수행과 기도정진을 통해 스스로의 마음을 맑혀 이웃과 사회의 좋은 벗들이 되어 평화로운 사회 를 건설하고, 이 평화로운 사회가 지속 가능하도록 깨끗한 환경을 보 존하기 위해 봉사와 나눔의 삶을 살아간다. 현재 정토회에서 북한 구호활동을 하고 있는 단체로는 (사)JTS와 (사)좋은 벗들 두 곳이다. 이 두 단체는 남한 정부가 하지 못하는 북한 지역의 현실상황과 기아상태와 여러 취약하고 긴박한 재해에 대해 남 한과 국제사회에 알리며 지속적인 구호활동을 하고 있다. 한국JTS는 남한 국민들에게 북한의 사정을 알리고 후원회원들을 확 보하며 구호물품 등을 마련한다. 그러면 미국JTS가 라선에 있는 사무 실을 통해 직접 현황을 파악하고, 구호물품을 전달하며 모니터링을 통 해 잘 전달되는지 확인을 한다. 그리고 어떤 변화가 있으면 이에 대응 하여 조치를 취하며 평가를 한다. JTS는 북한의 취약계층 지원과 긴급 식량지원, 농업지원, 보건의료지원, 긴급재해구호지원을 1996년부터 현 재까지 진행하고 있다. 좋은 벗들은 현장 활동가들을 북한 내부로 직접 파견해 그곳의 식량 사정과 인권운동현황에 대한 조사를 한 후 보고서를 작성한다. 그리고 미래북한과 통일에 대한 연구 및 세미나 등을 진행하고, 북한에 대한 구호활동 방향과 정책 등을 제시하며 탈북자들을 돕는다. 또한 북한난 민지원과 인권개선과 함께 북한사회를 연구하고 있다. 앞으로 정토회의 북한구호활동은 지금까지의 구호활동에다 지역사회 전반에 대한 적극적인 개발을 진행하여 새로운 변화를 가져올 수 있는 순환식지원을 계획하고 있다. 예를 들어 농업에 비료를 지원한 후, 그 수확의 일부를 돌려받아 어린이 영양식 원료로 사용하고, 또 일부는 탄광촌에 지원한 후, 석탄으로 돌려받아 탁아 유치원의 난방연료로 사 용하는 방법이다. 이 순환식 지원은 북한주민들의 자립심을 키우면서 동시에 자존심도 지켜주는 방식이며 적은 지원 자금으로 북한 전역으로 지원을 확대할 수 있는 방법이기도 하다.
