It is confirmed that the Japanese army, which was out to repress the Donghak Peasant Army(동학농민군) in Gangwon-do at the time of the Donghak Peasant War, consists of the 19th Independent Infantry Battalion of the Second Reserve, Dongrogun(동로군) referred to as the “Donghak Party Punitive Expedition(동학당 토벌대)”, 1st Company of the 18th Independent Infantry Battalion of the Second Reserve that is the Seoul garrison, Wonsan garrison, and approximately 10,000 other Japanese soldiers that advanced from Wonsan to Pyeongyang. According to the verification of this study, the first advance of the Japanese army to repress the Donghak Peasant Army in Gangwon-do is when the generals of the 19th Independent Infantry Battalion of the Second Reserve, Dongrogun referred to as the “Donghak-dang Punitive Expedition” and 1st Company of the 18th Independent Infantry Battalion that is the Seoul garrison advanced to Jeongseon, Gangwon-do after deliberation in Jecheon on November 23, after which the two units tracked the Peasant Army that escaped to Yeongchun. On the line of communications from Wonsan, the north of Gangwon-do, to Pyeongyang, approximately 10,000 Japanese soldiers advanced toward Pyeongyang for 15 days from August 31. The conflicts with the Peasant Army in the process can be identified in the historical materials of the Japanese army. One thing remarkable among the battles between the Peasant Army and Japanese army in Gangwon-do is the battle between 3,000 peasants in Pyeongchang and 220 soldiers of the 1st Company of the 18th Independent Infantry Battalion that is the Seoul garrison. Considering that total 80 peasants died in this battle, it can be presumed that it was a fierce battle. In addition, Captain Nakagawa((中川) of the Wonsan garrison, who encountered the information that Gangneung was occupied by the Peasant Army at the end of November, immediately dispatched 3 patrols. As such, the Japanese army deployed in repressing the Peasant Army in Gangwon-do consisted of at least 220 soldiers of the Dongrogun, 220 soldiers of the 1st Company of the 18th Independent Infantry Battalion, and 220 soldiers of one company in Wonsan garrison, adding up to over 660 soldiers. The number will increase in man-days. It will grow even bigger with over 10,000 Japanese soldiers who advanced from Wonsan to Pyeongyang that participated in repressing the Peasant Army for 15 days. If this number is included, it is confirmed that the number of Japanese soldiers deployed in repressing the Peasant Army in the southern part of Seoul amounted to at least 4,031 man-days in 18 companies of the Japanese army.

동학농민전쟁 당시 강원도 지역의 동학농민군 탄압에 나선 일본군은, 파견 당시부터 “동학당 토벌대”라 칭한 독립후비보병 제19대대의 동로군, 서울수 비대인 독립후비보병 제18대대의 1중대, 원산 수비대와, 이외 원산에서 평양 으로 진군한 별도 일본군 약 1만여 명이 확인된다. 현재, 필자가 확인한 바에 따르면, 강원도 지역 농민군을 탄압을 위해 최초 로 일본군이 진군한 것은, “동학당 토벌대”라 명명한 제19대대의 동로군과 서 울수비대인 제18대대 1중대의 대장들이, 11월 23일, 제천에서 협의한 후 강원 도 정선으로 진군한 것으로, 이후 두 부대는 영춘 등으로 도주한 농민군을 추 적하여 갔다. 강원도의 북부지역인 원산에서 평양에 이르는 병참선로에는 8 월 31일부터 15일간에 걸쳐 약 일만 명의 일본군이 평양을 향하여 진군하여 갔으며, 그 과정에서 농민군과 갈등이 당시 일본군 사료에서 확인되고 있다. 강원도지역 농민군과 일본군의 전투 가운데 두드러지는 것은 평창지역 농 민군 3,000여명과 서울수비대인 제18부대 1중대 약 220여 명과의 전투라 할 수 있는데, 이 전투에서 농민군은 총 80명이 사망한 것으로 보아 매우 치열한 전투가 이루어졌음을 짐작할 수 있다. 이외, 11월 말경 강릉부가 농민군에게 점령되었다는 정보를 접한 원산수비대 나카가와(中川) 대위는 즉시 정찰대원 3명을 파견한 것으로 확인된다. 이처럼 강원도 지역 농민군 탄압에 투입된 일본군은 최소한 동로군 220여 명, 제18대대 1중대 220여명, 원산수비대 1개 중대 220여 명을 합한 660여 명 에 달한다. 이를 연인원으로 추가하게 되면 그 수는 증가할 것이다. 원산에서 평양으로 진군한 만여 명의 일본군이 15일간에 걸쳐 농민군 탄압에 참가한 것을 차하면 그 수는 더욱 늘어난다. 이 숫자를 포함할 경우 서울 이남지역 농민군 탄압에 투입된 일본군은 연인원 일본군 18개 중대에 최소 4,031 명으 로 확인된다.
