His ambition to conquer the north, more specifically Qing Dynasty China, found fodder during his later years in Jeongamnok, an apocryphal book of prophecy, and became thereafter vested with a devotional intensity. However, unlike many others who responded to prophesies in Jeonggamnok by fleeing to the mountains, Lee Pil-je derived from it a sense of messianic mission which enabled him to put his expansionist ideas into action. By integrating the moral tenet of Jeongamnok with this expansionism, he managed to create a coalition force uniting Jeongamnok influenced local factions across the regions of Joseon, conspiring to disrupt the order of the regime, to serve his enterprise. The bargain was simply that, once the northern conquest was successfully brought to shore and China, handed to Lee Pill-je, Korea would be left under the control of these rebels. In the result reson why the launch an undertaking succeeds in the Yeonghae is due to participation of the DongHak followers. 시대의 풍운아였던 이필제는 민란을 주도했던 이전의 지도자와는 완전 다른 사고방식을 하고 있었던 인물이다. 그는 조선 사회의 모순을 올바르게 분석하고 그 바탕 위에서 구제책을 제시했다. 더욱이 그는 당시까지는 그 누구도 생각지 않았던 중국정벌이라는 거대한 구상을 하고 자신은 단군의 후손으로 천자가 될 것이라는 주장을 했다. 물론 이전 시대의 일부 지배층에게 이러한 북벌의 의지가 보이기는 했지만 19세기 중반에는 어느 누구도 감히 하지 못했던 생각이었다. 오히려 모화사상에 젖어 소중화를 외치고 일신의 영달만을 위해 온갖 부정부패를 일삼던 지배층에 대한 각성을 주는 진취적 기상의 인물이었다. 이필제는 1869년 진천작변 1870년 진주작변 1871년 영해란 조령의 난 등을 주도하였던 인물이다. 젊어서부터 북벌에 대한 의지를 갖고 있던 이필제는 그후 정감록적 사유의 영향으로 북벌에 대한 종교적 사명감을 갖게 되었다. 이필제는 북벌론에 대한 의지를 갖고 있었기 때문에 피난이나 은둔으로 머물 수도 있던 정감록적 소극성을 극복할 수 있었고 정감록을 통한 메시아적 사명감을 갖게 됨으로써 북벌에 대한 의지를 실천에 옮길 수 있게 되었다. 이필제는 정감록적 사유방식과 북벌론을 결합함으로써 각 지역에서 정감록에 기반하여 변란을 도모하던 세력과 연합하여 거사를 준비할 수 있었다. 즉 거사가 성공하면 이필제는 중원을 차지하고 조선에 대한 통치는 현지세력의 차지가 되게 하자는 역할분담이 있었다. 한편 그는 탁월한 리더십을 보였던 인물이기도 했다. 그는 우선 한 지방에 잠입을 하면 언제나 자신과 뜻을 함께 할 인물을 찾았고 그 지방에서 가장 덕망이 높고 인품이 훌륭한 인물을 알아내어 기어코 그를 자신의 동조자로 만들었다. 그리고 그는 상대를 설득할 때면 자신의 높은 학식을 바탕으로 나라의 현실과 도탄에 빠진 백성을 구제해야 한다는 명분을 들어 상대방의 마음을 휘어잡았다. 그러기 위해서 때로는 비분강개하기도 하고 또 때로는 눈물을 흘리며 민중의 아픔을 함께 하기도 했다. 그리고 그는 항상 일의 선두에 서있었고 스스로 전면에 나서서 이름을 내는 일에는 관심이 적었다. 그의 거사가 영해지방에서만 성공한 이유는 동학도들의 대규모적인 참여가 있었기 때문이었다. 그 특징은 첫째, 영해의 난은 무려 16개 지역의 민중들이 참여한 지역을 넘어선 난이었다. 두 번째의 특징은 이전의 민란들이 산발적이고 즉흥적이었던데 비하여 영해의 봉기는 매우 치밀한 준비와 잘 짜여진 조직체계속에서 진행되었다는 점이다. 세 번째는 영해의 거사에서 쓰인 구호가 명확했다는 점이다. 즉, 이필제 스스로가 제세안민(濟世安民)이라고 할 정도로 명확한 구호로써 봉기의 뜻이 사회 불만세력의 일시적인 폭행이 아니라는 것을 강조하였다. 끝으로 영해지방은 비록 봉기 이후 대대적인 관의 탄압을 받지만 그들의 저항정신만은 꺾을 수 없었다. 그것은 23년 뒤의 동학농민혁명으로 계승되었다.
