This paper examines changes in the environment of unification discussion under the Lee Myung-bak regime and proposes developmental direction of unification discussion hereafter. First of all, the flow of unification discussion from the period of Rhee Syng-man regime up to the present can be summarized as follows. The first, any one do not deny the fact that unification is a national duty and a goal to accomplish by all means. The second is unification discussion has been influenced to reduce or extend by the regime's unification policy or North Korea policy. The Lee Myung-bak regime, started in 2008, is faced with some changes in the environment of unification discussion. The first is a fluidity of situation on the korean peninsula. The second is instability of South-North Korea relations. The third is transition of civil society. And the developmental direction in the unification discussion hereafter can be presented as follows. The first course is to overcome security-unification dilemma and to understand duality of situation and structure in the Korea unification problems. The next is to communicate the government with civil society and to communicate the conservative with the progressive. The end is to present a new unification vision.

이 논문은 이명박 정부의 통일논의 환경의 변화를 검토하고 향후 통일논의 발전방향을 제시하고자 한다. 먼저 역대정부의 통일논의 환경 변화의 흐름은 다음과 같이 요약 할 수 있다. 첫째, 어느 정부 하에서나 '통일은 민족적 과업 이고 반드시 성취해야 할 목표' 임을 부인하지 않았다. 둘째, 통일논의 환경은 정부의 통일정책 또는 대북정책에 따라 활성화되기도 하고 폭이 좁아지기도 하는 영향을 받아 왔다. 2008년 출범 이래 ‘비핵개방3000’에 입이각하여 ‘상생 공영의 대북정책’을 추진해온 이명박 정부 하에서 통일논의 환경은 새로운 변 화에 직면하고 있다. 첫째, 한반도 주변정세의 유동성이다. 둘째, 남북관계의 불안정이다. 셋째, 시민사회의 변화이다. 이러한 통일논의 환경의 변화는 통일 논의 발전방향을 새롭게 모색할 것을 요구하고 있다. 통일논의 발전방향은 먼 저 상호 병립하기 쉽지 않은 안보와 통일 딜레마를 극복하고 통일문제의 상황 과 구조의 이중성 이해를 지향해야 한다. 다음 통일논의에서 정부와 민간 사 이의 의사소통과 보수와 진보를 넘어서는 이념의 소통을 지향해야 한다. 마지 막으로 통일논의 환경의 개방화를 추구하면서 새로운 통일비전을 제시해야 한다.
