Although Korean pension system appears to be three pillar system for old-age income security, it does not provide effective retirement income security system. Considering financial burden of national pension and global trend of pension reform, desired is the private pension oriented income security. This study estimates adequate income replacement rate and actual income replacement rate, thereby evaluating the effectiveness of old-age income security. Results of the analysis show that replacement rate of workers through pensions turns out to be around 51%, which is far below the adequate level of income replacement rate of 65% through 75%. In addition, income replacement rate by corporate and personal pension turns out about 28%, which demonstrates the insufficient role of private pension system. Further, the replacement rate by corporate pension is far below the level recommended by OECD and ILO which is 20%～30%. In accordance, various policy options are needed to increase the role of private pension system for old-age income security.

국내 연금제도는 외견상 3층 노후소득보장체계를 갖추고 있지만, 선진국과 같은 실질적인 노후소득보장기능을 하지 못하고 있다. 국민연금의 재정적 부담과 연금개혁의 세계적 추이를 볼 때, 사적연금을 중심으로 한 노후소득보장체계의 구축이 향후 전망된다. 우리나라 근로자를 대상으로 적정(목표)소득대체율과 실질(예상) 소득대체율을 추정하고 이를 통해 사적연금제도의 노후소득보장 효과를 분석한 결과, 근로자 연금소득의 실질소득대체율은 약 51% 수준을 보이고 있어 적정소득대체율 65～75% 수준에 상당히 못 미치고 있는 것으로 나타나고 있다. 또한 퇴직연금 및 개인연금에 의한 소득대체율은 약 28%인 것으로 나타나 노후소득보장대책으로서 사적연금의 역할은 미미한 실정이다. 특히 퇴직연금에 의한 소득대체율은 OECD 및 ILO 기준 등 국제기구에서 제시한 20～30% 수준에 훨씬 미달하는 수준이다. 따라서 사적연금제도에 의한 노후소득보장 기능 제고를 위한 다양한 대책마련이 절실히 요구되고 있다
