We examined two issues in this study. First, we studied the motives of foreign investments in the Korean Government bond market based on the maturity, and their region of origin, and whether there are changes in the motives before and after the financial crisis. We found several interesting empirical results. First, the determinants of foreigners’ short-term bond investments has changed from the arbitrage opportunity before the financial crisis to higher expected return after the crisis. Second, the determinants of foreigners’ bond investments varied by their region of origin, and also those determinants have changed since the financial crisis. The results imply that the Korean government should monitor foreign investments in Korean government bonds based on the maturity and their region of origin and also adopt the strategy of choice and concentration when they implement policies in response to foreign investments.

본 연구는 외국인의 국내 채권투자를 채권의 잔존만기별, 투자자의 출신지역별로 구분하고, 금융위기 전후로 채권 순매수 결정요인의 변화를 분석하는 것을 주목적으로 한다. 주요 연구결과로는, 첫째 외국인의 잔존만기별 채권순매수는 금융위기 이전에는 단기채권의 경우 차익거래 기회에 절대적인 영향을 받았으나 이후에는 환율과 주가에 민감해졌으며, 중장기채권 순매수의 결정요인도 변화하였다. 둘째, 외국인투자자의 출신지역별 채권순매수는 금융위기 이후 북미와 룩셈부르크 투자자는 만기도래액에, 유럽 투자자는 내외금리차와 채권형 펀드 순유입에, 아시아 지역 투자자는 금리변화에 대해 각각 민감도가 커졌다. 이처럼 외국인의 채권 순매수 결정요인이 잔존 만기별로, 출신 지역별로 차별적이며 금융위기 전후로 각각의 결정요인에도 변화가 있으므로 정책당국은 외국인의 채권투자를 세분화하여 모니터링하고, 정책대응에 있어서는 외국인의 투자만기와 출신 지역에 대한 선택과 집중이 필요함을 시사한다.
