This article was written to look for the way to restore the disconnected relationship between Common Pool Resources(CPR) and commoners in rural areas the process of capitalization. Thus, we analyzed the case of Jeju Gasiri village. Gasiri as an model of a successful Community Building Project draw attention from both scholars and government officials. Before modernization commoners relied on the common meadow as a CPR in Gasiri and had close relationship with it in Gasiri. However, the spread of chemical fertilizers and farm machines and the decline of cattle farming weakened close relationship between commoners and their common meadow in Gasiri with the modernization. At the end of the 2000s the newly elected head of Gasiri village and community leaders supporting him worked hard to restore the relationship between the Common Meadow and inhabitants. Now the common meadow is managed for the commonwealth in Gasiri. And it is the economic source to support welfare facilities for inhabitants such as the culture space, the educational space, the nursing home, public bath and so on. By forming a new relationship commoners and their common meadow, the head of village give substantiality to both commoners and their common meadow in Gasiri. The significant cause of this successful case is leadership in which the values and potentials of the common meadow are discovered by the governance with specialists and officials. In the process, the leaders actively empowered villagers by giving information to them, listening to them, and encouraging them to participate in Community Building Project.

이 글은 자본주의의 발전 과정에서 단절된 공동자원과 공동체의 관계를 현대적 방식으로 복원함으로써 공동자원을 지속가능하게 관리할 수 있는 길을 찾기위해 작성되었다. 이를 위해 제주도 가시리의 마을만들기 사례를 분석했다. 가시리는 마을 공동자원인 공동목장을 적극적으로 활용해 공동체와 공동자원의 관계를 복원하고, 이를 바탕으로 마을만들기 사업에 성공한 대표적인 사례로 주목받고 있다. 가시리의 공동목장은 과거 마을 주민들의 생계와 밀접한 관계를 맺고 있었던공동자원이었지만, 화학비료와 농기계의 보급, 축산업의 퇴조 같은 이유로 관계가점차 단절되었다. 공동목장은 더 이상 유지되기 어려운 상황에 처해, 외지인이나대기업에 팔려 골프장이나 리조트로 개발될 가능성이 커져갔다. 하지만 마을 지도자들의 헌신적인 노력으로 공동목장과 마을 주민들의 관계는 다시 복원될 수있었다. 이제 공동목장은 마을 주민들의 공동복지(commonwealth)를 위해 이용·관리되고 있으며, 마을의 문화공간, 교육공간, 양로원, 공동목욕탕 등 마을의 새로운 공동자원을 마련할 수 있는 경제적 기반을 제공하고 있다. 이처럼 가시리 공동목장은 새로운 방식으로 마을 주민들과 유대관계를 형성함으로써 진정한 지속가능성을 확보할 수 있게 되었다. 이러한 성공에는 마을만들기 전략이 큰 역할을 했다. 즉, 공동자원과 공동체의 관계를 현대적 방식으로 복원하기 위해서는 마을만들기 전략이 매우 중요한 변수라는 점을 이 글을 통해 확인할 수 있다.
