The Korean government emphasizes the role of start-up companies in revitalizing the economy. As the business environment in Korea is not favorable to start-up companies yet, the government has been actively establishing business incubators for start-up companies. The number of people who desire to develop their own businesses in business incubators is also increasing. The objective of this study is to investigate the following research questions: (1) what are the effects of business incubator manager’s capabilities and management/law support on strategic thinking and organizational competency of the tenants? (2) what are the effects of the tenants’ strategic thinking and organizational competency on their technological and economic performance indicators? The data of 250 tenants of business incubators in Gyeonggi-Do were analyzed to test the hypotheses. The result indicates that business incubator manager’s capabilities and management/law support positively affect strategic thinking and organizational competency of the tenants. Also, the tenants’ strategic thinking and organizational competency positively affect their technological and economic performance as hypothesized. This study sheds light on the structural relationships among business incubator’s service, founder’s capabilities, and start-up company’s performance.
