This research conducted a case analysis of My hometown-My job program, a program to create young adults job, currently implemented in Wonju, Gangwon-do. Before analyzing the program, this research conducted the study on the concept of employment career program and young adults job, and the advanced research, as the analysis method, this research performed 5 stages, i.e. program background and purpose, promotion content, PR plan, expected effect, result and output. The result of the case analysis is as follows. First, this business originally targeted the environment related majors, considering the purpose of business, however it is a weak point that it cannot indicate the effect due to small number of the participants. If the opportunity of participation is given to the students from humanities course of ‘My hometown’, who had insufficient practicing place by extending the participants without limitation in major, the number of young adult group who wish to work in ‘my hometown’ would increase. Also, a plan to secure the effectiveness of business is required without giving a limitation to major, besides the practicing institute. Second, employment is not connected with training and practice. It is necessary to establish a system to connect with employment through field practice. An incentive device is required to give the benefit as exemption of career papers examination for the applicants who completed this program, enabling more students to participate in the program. Third, field practice period is 3 weeks among 4 weeks of the whole program schedule, which is very short, accordingly, it is difficult to assign proper job for the practice period. It is desirable to secure the period over minimum 4 weeks, since smooth practice between the company and students is difficult. This research is significant that it suggested program activation plan through excellent cases for job creation for young adults in the point of time when efforts are required to reduce youth unemployment rate, which is a social problem. However, it was based on ‘My hometown ? My job’ program case analysis of Wonju Regional Environmental Office, which has a regional limitation, and there’s time restriction to measure the output of contribution to young adults job creation of this program.

본 연구는 강원도 원주에서 시행되고 있는 청년 일자리 창출을 위한 프로그램인 내고장-내일터 프로그램을 사례 분석하였다. 프로그램 분석을 하기 앞서 취업진로 프로그램 및 청년 일자리에 대한 개념과 선행연구를 수행하였으며, 분석방법은 프로그램의 배경 및 목적, 추진 내용, 홍보 계획, 기대 효과, 실적 및 성과의 5단계로 이루어 졌다. 본 사례 분석을 통하여 얻은 결과는 다음과 같다. 첫째, 본 사업의 경우, 사업취지상 환경관련 전공자만을 대상으로 한 사업인데, 대상자의 수가 작아서 효과를 나타내기 어렵다는 단점이 있다. 전공의 제한을 두지 않고 대상자를 확대하며, 실습처가 부족했던 ‘내 고장’의 인문사회계 학생들에게 참여기회가 주어진다면 ‘내 고장’에서 일하고자 하는 청년층이 증가할 것이다. 또한 실습기관 뿐만 아니라 전공제한을 두지 않아 사업의 실효성을 담보할 수 있는 방안이 필요하다. 둘째, 교육 및 실습 후 취업과의 연계가 이루어지지 않았다. 현장실습을 통해 취업과 연계할 수 있는 체제가 구축되어야 할 것이다. 채용시 본 프로그램 수료자에게 서류전형을 면제하는 등의 혜택을 부여하여, 많은 학생들이 참여할 수 있도록 하는 인센티브 장치가 필요하다. 셋째, 프로그램 전체 4주 일정 중 현장실습기간이 3주로 매우 짧으므로, 실습기간에 맞는 적절한 업무를 배정하기 어렵다. 산업체와 학생간 원활한 실습이 진행되기 어려우므로 최소 4주 이상의 기간을 확보하는 것이 바람직하다. 본 연구는 사회적으로 문제가 되고 있는 청년실업률을 줄이기 위하여 노력을 요하는 시점에서 청년들을 위한 일자리 창출을 위한 우수 사례를 통한 프로그램 활성화 방안을 제시하였다는 점에서 연구의 의의가 있다. 그러나 원주지방환경청의 ‘내고장-내일터’ 프로그램 사례분석이므로 지역적인 한계점을 갖고 있으며, 본 프로그램의 청년 일자리창출에 기여한 성과를 측정하기에는 시간적인 제약이 존재하고 있다. 또한 본 연구는 학술적 논문이 아니라 사례분석이므로 자체의 한계점이 내포되어 있다.
