In the midst of the change of the modern information and diverse society, the specialized legislative education and the accumulation of knowledge about the legislation will work on the basis of an ongoing social development by maximize the nation's legislative competence. The ‘optimization legislation’ will be formed through the role of legislators and legislative aides with the professional competency of legislation in the legislative process. In order to achieve the legislative goal needs to be improved a professional education environment on legislation. The systematic and professional legislation curriculum and legislative education institution will make it possible to achieve ‘optimization legislation’ and achieve the legislative purpose. It is essential systematic legislative education program and specialized legislative institution in order to cultivate professional personnel of the legislation by a professional legislative education for legislative aides. In fast-changing social realities, the education of legislative theory and practical training of legislation is needed. In order to perform the functions of these legislative education, it is required the specialized legislative education by the strengthening of the authority of the traditional legislative education.

현대 정보화·다원화사회로의 변화 속에서 체계화·전문화된 입법교육과 입법지식정보의 축적은 국가의 입법경쟁력을 극대화시켜 지속적 사회발전의 기초로 작용할 것이다. ‘최적화입법’의 형성은 입법과정에서 입법에 대한 전문역량을 가진 입법자와 입법보좌진의 역할을 통해서 가능할 것이다. 입법을 통한 국가정책의 목표달성을 위해서는 전문적 입법교육환경의 개선이 필요한 부분이다. 체계적·전문적 입법교육과정의 구성과 입법교육기관의 구성은 입법자와 입법업무관여자의 입법업무에 대한 전문성과 입법지식을 고양함으로써 ‘최적화 입법’의 실현과 입법목적의 달성을 가능하게 할 것이다. 입법관여자에 대한 전문적 입법교육을 통한 입법전문인력으로의 육성을 위하여는 체계화된 입법교육프로그램의 구성과 합리적 입법교육기관의 구성이 필수적이다. 급변하는 사회현실과 국민의 욕구를 담아낼 수 있는 입법기초이론의 교육과 일정기간 동안의 체계화된 입법실무교육이 필요하다. 이러한 입법교육의 제기능의 수행을 위해서는 기존의 의정연수원의 기능확대를 통한 입법교육의 강화 또는 새로운 전문입법교육기관의 구성을 통한 입법교육의 전문화가 필요하다. 체계화·전문화된 입법교육프로그램의 개발과 전문적 입법교육의 수행을 위한 의정연수원의 개편이나, 전문화된 입법교육원 또는 의회대학원 등의 설립필요성에 대한 요구는 꾸준히 이어져 왔다. 그동안 입법관여자의 입법에 대한 전문성 부족과 입법역량의 미비로 인하여 야기되는 입법행정에 있어서의 사회적 손실비용을 감소시키고, 국민의 입법욕구와 의사를 잘 반영하여 입법관여자들이 입법과정에서 순기능을 하기 위하여는 전문성을 가진 입법교육기관에서의 체계적 입법교육이 필요한 시점이다.
