Since the publication of the Wealth of Nations Adam Smith has been mostly reckoned the proponent of the laissez-faire capitalism and honored or blamed for glorifying the market and individual freedom while disregarding the role of the state in eocnomic affairs. Walter Eucken, the founder of ordoliberalism, also criticizes Adam Smith for ignoring the tendency of individual freedom toward preventing others from participating in market competition by building various entry barriers and underestimating the necessity of the state intervention to protect the order of competition. The purpose of this article is to examine such interpretation of Adam Smith as a prophet of laissez-faire critically and to propose an alternative interpretation of Smith’s position to individual liberty and the role of state intervention in market economy. Contrary to Eucken, who criticized Smith for being blind for the danger of self-interest of individuals for the public interest, this study maintains that the leitmotif of the “Wealth of Nations” by Adam Smith was to expose the harmful social effects of the self-interests of merchants and manufactures who mislead the public opinion by representing their special interest as the public interest and influence the legislators to grant them monopoly. He also regarded the tendency of pursuit of individual freedom toward monopolization not merely as a contingent phenomena, but as rooted in inherent structural properties of market economy such as class conflict, differentiation into town and village, economic growth etc. But for all that, it is also true that his did not mention of the necessity of state intervention to counteract the inherent tendency of market toward monopolization (Ordnungspolitik). This does not stem from his alleged conviction of laissez-faire, as the conventional ‘Adam Smith-interpretation’ has suggested: on the contrary he acknowledged the need of state intervention for so many fields of economic activities, even more than Ordoliberalism, that he can hardly be dubbed as a proponent of laissez-faire. His attitude toward the role of the state can be better understood if one regards the Wealth of Nations not as a merely theoretical textbook of economics, but as a practical and polemical treatise which demanded the correction or abolition of false policies in his time. That is, Adam Smith found no reason for mentioning of Ordnungspolitik in his Wealth of Nations because the British state in his time had already taken proper measures to counteract the private initiatives to establish monopolies. Furthermore he did not deny the active role of the state as a matter of principle: his position depended rather on the ability/inability and prudence/imprudence of governments in question.

경제학계에서 애덤 스미스는 오랜 전부터 자유방임주의의 대표적 주창자라는 틀에서 이해되어져 왔으며 그것은 질서자유주의의 주창자인 오이켄의 경우도 예외가 아니다. 본 논문에선 오이켄의 이러한 ‘자유방임주의적 스미스 해석’을 비판적으로 검토한다. 애덤 스미스는 개인 이익의 자유방임을 주장한 것이 아니었다. 그의 저서 <국부론>의 주된 논지는 오히려 특정 계급이 자신들의 이익을 보편이익으로 호도하여 독점을 비호하는 정책들을 관철시켜 공공에 해악을 끼쳐 왔음을 폭로하는 것이었다. 또한 그는 이러한 독점형성의 경향을 우연한 현상이 아니라 시장경제의 기본적 속성들 -계급, 도시와 농촌의 분화, 경제성장-에 기인한 구조적인 문제라는 점을 명백히 인식하고 있었다. 그럼에도 불구하고 그는 <국부론>에서 민간 기업의 독과점 형성을 정부가 방지하는 질서정책의 필요성에 대해서 언급하지 않았다. 그것은 종전의 스미스 해석에서 주장하듯이 국가의 개입이 없어지면 자유경쟁의 질서가 저절로 자리 잡힐 것이라는 ‘자유방임주의적 신념’ 때문은 아니었다. 그는 오히려 국가 개입의 필요성을 -자유방임주의자들은 물론- 질서자유주의자들 보다 폭넓게 인정했다. 국가의 역할에 대한 스미스의 태도를 올바로 이해하려면 <국부론>이 순수 경제이론을 다룬 저술이 아니라 당시 상황에서 그가 보기에 그릇된 정책들의 폐기를 요구한 실천적이고 공격적인 논설이었다는 점에 유의해야 한다. 당시 영국 입법자들이 민간 기업들의 담합행위에 대해선 금지하거나 처벌하는 적절한 조치들을 취해왔기 때문에, 잘못된 정책의 수정을 목표로 집필된 <국부론>에서 이 문제를 다룰 필요가 없었기 때문이었다. 또 국가의 개입에 대해 그가 주저하는 태도를 보인 것도 그가 자유방임주의자라서가 아니라, 해당 국가지도층들의 능력이나 신중성에 대한 의심에서 나온 것이었다.
