The international society is making continuous efforts to resolve issues relating to climate change. One of the typical efforts is the reduction of carbon dioxide. Korea made an announcement in June 2015 that it would reduce its carbon dioxide emission by 37% compared with BAU alongside a variety of carbon dioxide reduction policies. Bicycle is a mode of transportation without carbon dioxide emission, and central and local governments chose bicycle as the new mode of transportation to promote and named it “Public Bike.” The public bike program is called differently according to the characteristics of each region, however, is similar. It is currently promoted in Seoul, Ansan, Siheung and Daejeon. The public bike policy is showing a variety of problems for it is still in the early stage of implementation. Since the program is operated on commission in most cases, it has shown problems such as the negligent management in relation to management cost, increase of accident rate due to lack of safe device, and increase of repair cost due to lack of the sense of ownership. Resolving such problems would require a change in the perception of public bike program to give more emphasis on the public interest of the program and a variety of public relations activities. It would also require plans to manage safety at each public bike center. Typical efforts for safety would be the furnishing of safety gears and the booklet providing guidelines on safe riding. It is also necessary to expand the support through the establishment of ordinances in local governments for the promotion of public bike program and make community based insurance obligatory. Bicycle can be considered as one of communication tools. The public bike can be used conveniently and efficiently if everyone realizes that it belongs to them and also everyone else when they use it. Also, the public bike will be the very basic means to prevent global warming.

국제사회는 기후변화에 따른 문제를 해결하기 위해서 지속적으로 노력하고 있다. 그 중 대표적이라고 할 수 있는 것이 이산화탄소 감소라고 할 수 있다. 우리나라는 2015년 6월 BAU 대비 37%를 감축하기로 발표하였다. 이에 따 라 다양한 이산화탄소 감소 정책이 발표되었다. 그 중에서 자전거는 탄소배 출이 없는 교통수단이라고 할 수 있다. 이에 국가 및 지방자치단체에서는 새 로운 교통수단으로 자전거를 선택하였으며, 이를 공공자전거라고 한다. 지역 마다 특색에 따라 명칭은 다르나 내용은 비슷하다. 현재 서울시, 안산, 시흥, 대전 등에서 시행하고 있다. 공공자전거 정책은 시행 초기이라 다양한 문제를 나타나고 있다. 공공자전거 는 대부분은 위탁관리로 이루어지다보니, 관리비용의 문제로 관리소홀 문제 야기, 안전장치 미흡으로 인한 사고발생률 증가, 주인의식 부족으로 인한 수 리비용 증가 등의 나타나고 있다. 이를 해결하기 위해서는 공익성을 강조하는 공공자전거 인식 전환이 필요하 며, 다양한 홍보활동이 필요하다. 또한 각 공공자전거 교환처마다 안전관리 를 위한 방안 마련이 필요하다. 예를 들면 안전장구 비치, 안전운전 요령 책 자 비치 등이 대표적이다. 공공자전거에 따른 지방자치단체의 조례제정을 통 한 지원 확대 및 지역보험의 의무화가 필요하다. 자전거도 의사소통의 하나라고 할 수 있다. 공공자전거는 나만의 것이 아닌 모두의 것이라는 생각을 가지고 이용한다면 누구나 편리하고 효율적으로 이용할 수 있을 것이다. 아울러 지구 온난화를 방지하는 가장 기초적인 수단이 될 것이다.
