This study analyzed the efficiency of city bus routes following the implementationof Gwangju City city-bus quasi-public operating system using input-oriented CCR and BCCDEA models. Additionally, on the basis of efficiency analysis results, a Tier analysis modelwas used, and efficient routes were investigated for benchmarking. The analysis resultsshow that after the implementation of the Gwangju City city-bus quasi-public operatingsystem 'public character' and 'efficiency' were to some extent secured while the system wasbeing operated. However, Tier analysis results showed little difference in inefficient busroutes before and after implementation of the system. Nonetheless, DEA results similarlyshowed all inefficient bus routes to be feeder routes. The current reality is that following the implementation of quasi-public operating systems byseveral local governments, route system related civil complaints have been flooding in. However,clear route reorganization criteria or policy plans for appropriate standards of service have notbeen proposed. Therefore, the methodology used and results of this paper are expected to beapplied as base line data through which each city bus route's standard of service may beevaluated and the efficient level of bus route provision decided. In addition, the results may betaken into account in the search for a policy making approach for more active city bus routereorganization to secure the public character and efficiency of city bus routes.

본 연구는 DEA 모형중 투입지향 CCR 모형과 BCC 모형을 이용하여 시내버스 준공영제 시행 전후의 시기별․운행형태별 시내버스 노선의 효율성을 분석하였다. 분석결과 BCC 모형의 순수기술적 효율성 측면에서 준공영제 시행 전인 2005년보다 시행 이후인 2010년과 2015년에 급행간선형과 지선형 노선의 효율성이 높은것으로 나타났다. 노선 비효율성의 원인으로는 모든 시기에 규모의 비효율성의 비중이 높은 것으로 조사되었다. 이와 함께 비효율적으로 나타난 시내버스 노선을 대상으로 효과적인 벤치마킹의 대상을 제공하고자 Tier 분석을 실시하여 비효율적인 노선과 단계별 벤치마킹 대상 노선을 제시하였다. 이러한 분석결과를 토대로 해당 지자체에서 보다 적극적인 시내버스 노선체계를 개편해 나갈 경우 시내버스 노선의 효율성은 어느 정도 개선될 수 있을 것으로 기대된다.
