The purpose of the present study is to identify the determinants of economicgrowth and level of living standard in African countries focusing particularly on theeffect of ODA (Official Development Assistance). To achieve the purpose, this studyidentifies two indexes: annual rate of economic growth and HDI(Human DevelopmentIndex) for the forty African countries during the periods of 2005 to 2012. Specialattention has been paid to the effect of ODA(Official Development Assistance) on thetwo dependent variables. We construct four different econometrics models includingspatial panel models that can account for spatial autocorrelation in data. We found thatODA has a positive impact on the economic growth in the aggregate level, however, thesame is not true for individual welfare explained by HDI. Incorporating the theoreticalarguments and the empirical outputs, this study concludes with presenting possible policyimplications of the Korean ODA on the construction of the development strategies forthe recipient countries.

공적개발원조(ODA, Official Development Assistance)는 저개발국의 발전에 기여하고 있는가. 본 연구의 목적은 다양한 패널모형을 통해 ODA가 수원국의 물리적·비물리적 개발에 미친 영향을 규명하여 한국의 ODA 발전 방향에 대한 시사점을 도출하는데 있다. 분석의 공간적 범위는 아프리카 수원국으로 한정하며 자료의 구득 가능성을 고려하여 40개 수원국을 최종 분석 대상으로 설정하였다. 시간적 범위는 2000년부터 2012년까지 총 13개년도로 설정하였으며, 동 기간에 대한 국가별 균형패널을 구성하여 분석에 적용하였다. 구축된 국별 패널자료에는 ① 통합 OLS(Pooled OLS), ② TSCS 모형(Time-series cross-section methods), ③ 고정효과모형(Panel model with fixed effect), ④ 고정효과 공간패널모형(Spatial panel model with fixed effect) 등과 같은 4가지 계량모형을 적용하였다. 실증분석을 위한 연구가설로는 첫째, ODA가 수원국의 경제성장에 어떠한 영향을 미쳤는지, 둘째, ODA가 수원국 주민들의 생활수준 변화에 어떻게 영향을 끼쳤는지를 설정하였다. 본 연구에서는 분석결과에 기초하여 ODA의 아프리카 국가에 대한 국제원조의 효과성을 논하고, 보다 효율적인 우리나라의 ODA사업에 대한 집행을 위한 정책 방안을 제언하였다.
