The objective of this paper is to identify and analyse factors that affectgeographical distirbution of solar PV system at the local level. Extant literature onrenewable energy pays less attention to the role of local governments, while they cantake on an active leadership in renewable energy expansion. Identifying factorspromoting renewable energy deployment can help design an effective policy. We createdelectricity generation data from new and renewable energy(NRE) sources at the scale ofcity and county, and used multiple regression analysis to test three sets of variables:geographical environment, local policy capacity for NRE and economic factors. Theresult shows that solar PV potential, population density, local contribution to nationalelectricity generation from NRE sources, financial independence are significant factors forboth total solar PV facility and solar PV facility funded by government’s grant program. It was assumed that solar PV facility deployed by grant programs would be morestrongly influenced by local policy capacity and economic factors but only mayors’political appeared to be significant.

본 논문은 기초지자체 수준에서 태양광 발전의 지리적 입지에 영향을 미치는 요인을 찾고 이를 분석하고자 하였다. 현재 신재생에너지의 입지에 대해 기초지자체가 미치는 영향력과 역할에 대한 연구는 잘 이뤄지지 않고 있으나 이에 영향을 미치는 요인들을 찾아내는 것은 효과적이고 효율적인 신재생에너지 입지를 촉진시키는데 도움을 줄 수 있다. 본 연구에서는 기초지자체 단위에서 신재생에너지 전력발전 및 관련 변수들을 구성한 후 세 가지 영향요인을 이용하여 다중회귀분석을 실시하였다. 지리적 요인, 지방정부역량 및 경제적 요인이 그 세 가지이다. 그 결과 태양광 잠재량, 인구밀도, 전체 신재생에너지 생산 중 특정 지역의 기여도, 재정자립도가 태양광 발전용량과 유의한 관계임을 확인할 수 있었다. 정부보급사업에 의한 태양광 발전시설에는 이에 더하여 탈핵도시선언 여부도 통계적으로 유의한 변수였다. 결과적으로 태양광 발전시설 보급에 가장 큰 영향을 미치는 변수는 자연지리적 요인으로서 재생에너지 생산기반인 태양광잠재량이었으며, 지방자치단체의 정책역량은 부분적으로 영향을 주었다. 또한 신재생에너지 시설 간 시너지효과가 있음을 확인했고, GRDP가 높을수록 태양광 보급도 많이 이루어진 것으로 나타났다.
