This paper attempts to evaluate performance of seven special purpose authorities being operated in Jeju Special Self-governing Province which was initiated in 2006 and to suggest future policy directions for central government so that they could pursue their missions properly. The seven special purpose authorities which were devolved from central government to Jeju Province in 2006 have had functioned based on the specially-empowered rights. However, it is found that those authorities have encountered some unexpected difficulties in their operation, such as lack of policy development capacity and lack of transfer of administrative knowledge among organisations. These problems facing the special purpose authorities are expected to be overcome if central government can properly intervene and institutionally support them. The analysis results suggest that central government continue to monitor the achievements the authorities have made, from the perspective of central-local relationships, and be proactive to institutionally support them from long-term perspective as well.

본 연구는 제주특별자치도에 이관되어 있는 7개의 특별지방행정기관의 운영성과를 살펴보고, 특행기관들이 본래 목적을 잘 달성할 수 있도록 하기 위하여 향후 중앙정부는 어떤 역할을 수행하는 것이 바람직한 지에 대한 방향설정을 논의해 보는 것이 주요 목적이다. 제주특별자치도에 이관된 7개 특별지방행정기관은 여타의 행정권한들과 마찬가지로 특례이면서도 시범적 특성을 보유하고 있다. 따라서 특별지방행정기관의 효율적 운영을 확보하기 위해서는 제주특별자치도의 자체적 노력뿐만 아니라 중앙정부의 다양한 역할과 지원이 요청되고 있다. 특히, 제주특별자치도를 제외한 여타 광역자치단체에는 특별지방행정기관이 이관되어 있지 않은 상황에서 중앙정부의 특별지방행정기관과 관련된 새로운 행정기술이나 정책개발 등이 효과적으로 연계 및 지원되지 않으면 상대적으로 업무수행의 효율성이 저감될 수 있다. 이에 따라 제주특별자치도의 특별지방행정기관의 운영성과에 대한 기존의 평가를 분석하고, 그 결과에 기초하여 중앙정부의 바람직한 역할을 모색해보고자 한다.
