The propose of this paper is to the goal change on social service organization. Specifically, this study try to analyze how the voucher system affects the goals of the service providers. The cause of non-profit’s goal displacement is competitive of principles in voucher system and Resource Dependent Theory. The cause of for-profit’s substitution of goal is institutional isomorphism through regulations in Institutional theory. As mentioned above, this study try to analyze goal chage of social service provider based on theoretical assumptions. A qualitative method is adopted to solve the research problems from theoretical assumptions. Twenty social service providers including non-profits and for-profits are selected and In-depth interview was conducted on the CEOs, executive directors, and social workers in the organizations. Main findings are: 1) the pattern of goal displacement to profit creation based on commercial characteristics of voucher system. 2) There are to protect non-profit's mission and identity due to historical context and selection of individual agencies.

본 연구는 사회서비스의 제도적 환경과 생산자로서 제공기관의 목적사이의 관계를 규명하는 것을 목적으로 한다. 구체적으로는 바우처 방식이 서비스 제공기관들의 목적에 어떠한 영향을 미치는가를 분석하고자 하였다. 바우처 방식의 사회서비스 전달체계에서 비영리의 목적변화는 경쟁이라는 바우처 작동원리와 자원의존이론, 영리의 목적변화는 규제를 통한 제도적 동형화라는 제도이론을 기반으로 이론적 가설을 구성하고 이를 분석하고자 하였다. 이론적 가설을 확인하는 연역적 질적연구방법에 입각하여 20개의 사회서비스 제공기관이 심층면접과 관련 문서 자료들을 분석한 결과 제공기관들에서는 비영리·영리적 특성에 관계없이 수익창출로의 목적전환과 목적전도의 양상이 발견되었으며 이는 바우처의 작동원리인 서비스 판매와 경쟁이라는 기인하는 것으로 해석하였다. 반면, 제공기관들 자신이 인식하는 비영리적 목적과 정체성을 수호하려는 노력도 발견되었는데 이는 개별기관들의 선택이라는 불확정적인 요소에 기인하는 것이었다.
