The purpose of this paper is to analyze key success drivers behind the establishment of the Korea-China industrial complex for the first time in South Korea. The complex to be set up in Saemangeum, located in North Jeolla Province, was the result of a free trade agreement between China and South Korea. This study provides answers to the following three questions. First, what kind of role did the South Korean government and local government authorities play in making an unprecedentedmove to attract Chinese investors to the region? Secondly, what were the geographical advantages of the Saemangeum Zone? Thirdly, did the South Korean government successfully present a promising blueprint for the development of such a joint industrial complex between South Korea and China? Through these three questions, the study focused on analyzing geographical advantages, previous success examples running a joint business zone, technical innovations that will be brought in the future, incentives and system, and the role of local government authorities. Based on the analysis, the study concluded that there was no single aspect affecting the establishment of the joint complex but it was rather a work driven by multiple and diverse factors operating interactively. Clearly, one of the crucial and fundamental factors is the will of the two governments to further promote economic cooperation and to strengthen bilateral relations. This study indicates that to ensure the success of the Saemangeum joint industrial complex, policymakers from both South Korea and China should lay the foundation for a global cooperation between the two countries and also work out a detailed economic road map.

본 연구는 한중 FTA(자유무역협정) 발효를 계기로 전라북도 새만금 단지에 한국과 중국 양국이 조성키로 합의한 ‘새만금 한·중경제협력단지’유치 사례를 중심으로 대한민국 최초로 한·중합작단지 유치에 성공한 요인을 분석했다. 이 연구는 다음의 세가지 질문에 따라 진행했다. 첫째로 대한민국의 유사 이래 처음 시도되는 한·중합작단지에 정부와 지방자치단체는 어떠한 역할을 했는가? 둘째로 이 과정에서 새만금의 입지론적인 성공요인은 무엇인가? 마지막으로 한국정부는 한·중경제협력단지의 바람직한 산업모델을 성공적으로 제시한 것인가? 세가지 질문을 통해 입지적 요인을 시작으로 경험적 성공요인, 미래기술혁신 관련 요인, 인센티브제도, 지방자치단체의 역할을 중심으로 분석했다. 이 같은 분석결과 특정의 한 두가지 요인이 아니라 포도알 처럼 다양한 성공요인이 복합적으로 작용한 ’다원적 성공요인‘으로 결론을 내렸다. 양국간 경제협력과 우의 증진이라는 대의명분이 밑바탕이 됐음은 물론이다. 따라서 새만금 한중경제협력단지가 성공하기 위해서는 앞으로도 양국간 글로벌 공조체제 구축과 정교한 로드맵이 긴요하다는 결론을 도출 할 수 있었다.
