Around the end of 2015, the plan of the core leaders of the ruling party to change the current presidential system to a new semi-presidential system leaked out. The motive of this plan is the belief that the current crisis of Korean politics resulted from so-called imperial presidential system that the current Constitution created. It is generally agreed that the Korean politics has confronted a serious crisis and that, to overcome the crisis, the Korean politics should go through a continuous process of political reform and political innovation. However, is the major cause of the political crisis really the problem of the current presidential system? Is the current presidential system so-called imperial presidential system? Is the constitutional change to the semi-presidential system an effective solution? This essay tries a typological approach to backgrounds of controversies on constitutional revision in the year of 2015 and explores what is needed to make these controversies a part of political reform and political innovation. Then, this paper examines whether the current presidential system is so-called imperial presidential system, whether the current crisis of Korean politics resulted from it, and whether the semi-presidential system is a right alternative to it. This study concludes that the real problem is how to run the system, not the system itself, warns that the semi-presidential system is likely to cause political disorders by unnecessarily breaking up presidential power, and propose that political leaders who want to push forward with the constitutional revision should deliver the message that their plan to change the Constitution is based on their long-term vision on Korean Politics, not on their short-term profit.

2015년 말 집권여당의 핵심인사들로부터 분권형 대통령제로의 개헌 문제가 흘러나오고 있다. 현재 한국 정치의 위기의 가장 중요한 원인이 한국의 대통령제가 제왕적 대통령제이기 때문이라는 인식으로부터 출발하는 것이다. 현재 한국의 정치는 끊임없는 정치개혁과 더 나아 가 정치혁신의 과정이 필요하다는데 이견을 찾기는 힘들다. 그러나 과연 현재 한국 정치의 위 기를 대통령제의 위기로 단정 지을 수 있으며, 그 위기의 원인이 현행 헌법상 대통령제가 제 왕적이기 때문에 분권형 대통령제로의 개헌이 효과적인 해결책이라는 주장은 타당한 것인가? 이 연구는 일단 2015년 말 진행되고 있는 개헌 논의의 배경이 무엇인가를 유형화를 통 해서 검토해 본다. 그리고 개헌논의가 정치개혁이나 정치혁신의 과정이 되려면 어떤 추가적 요소들이 필요한 지를 살펴본다. 다음으로, 현재 진행 중인 개헌 논의의 중심 사안인 권력 구조 개편 논의, 특히 현행 헌법상의 대통령제가 정말 제왕적 대통령이란 문제를 가질 수밖 에 없으며, 분권형 대통령제가 그 대안이 될 수 있는지에 대해 검토한다. 검토 결과, 한국 대통령제의 위기는 제도의 문제가 아니라 운영의 문제라는 결론을 제시한다. 또한 분권형 대통령제는 권력을 불필요하게 분산시켜 혼란만을 가중시킬 수 있다는 경고를 한다. 마지막 으로 정치 리더들이 개헌의 화두를 꺼낼 때는 단기적인 이해관계에 매몰되어 있다는 이미지 를 극복하고 장기적인 변화를 더욱 중시하는 이미지를 국민들에게 각인시켜야만 개헌 논의 가 정치를 업그레이드 하는 변화를 동반할 수 있다고 제안한다.
