Due to excessive competition among construction companies resulting from oversupply, the polarization and conflicts among construction companies have been intensified in construction industry. Such situation becomes a cause of serious problems such as poor quality of product and inefficiency of the industry. In this paper, policy and regulation in operation for win-win cooperation among construction companies were investigated to figure out the status of application and problems arisen from implementation of the policies. Survey were conducted to construction companies to see how they recognize and how they evaluate the importance and performance of the win-win cooperation related policies. Based on the analysis of the survey, some improvement methods have been suggested. The improvement method are summarized as reinforcing the effectiveness of the policies, reforming mutual evaluation regulation, and improving policies for project partnering. The improvement methods suggested in this paper, are expected to contribute on reforming and improving polices on win-win cooperation among construction companies.

건설 산업의 과잉공급이 지속적으로 유지되어 온 결과 과도한 경쟁으로 산업 양극화 및 건설업체간 갈등구조가 형성되는 등 산업 전체의 효율성과 공사 품질 저하로 이어질 수 있는 문제들이 발생하고 있다. 본 연구는 건설 산업의 상생협력과 관련하여 운영 중인 제도의 현황 및 문제점을 살펴보고, 현장 참여자들이 상생협력과 관련한 제도를 얼마나 인지하고 있는지, 또 중요도과 성과에 대해서는 어떻게 평가하는지를 분석하여 제도의 개선안을 마련하고자 하였다. 이는 구체적으로 상생협력체 제도의 실효성 강화, 건설업자가 상호평가제도 개선, 공동도급제도 관련 규정 개선 등으로 요약된다. 이러한 본 연구의 결과가 향후 건설 산업의 상생협력을 강화할 수 있는 제도를 정비하는 데 활용될 수 있을 것으로 기대한다.
