The purpose of this study is to analyze the policy of Seoul city Free School Lunch Program Based on Narrative Policy Framework(NPF). The debate between the pros and cons for the policy of Seoul city Free School Lunch Program was applied in Narrative Policy Framework. And It tried to explore the empirical analysis through a variety of elements and strategies. In the end It was able to empirically analyze the conflict situations before the policy-making and the aspects influence after the policy-makin through the ‘characters’, ‘plot’, ‘solution’ elements and the strategies of ‘angel shift’ and ‘devil shift’ of Narrative Policy Framework. In particular, the opposition coalition, including 11% who pointed out ‘villain’ that his the ruling party coalition was capable of various interpretations through the relationship between the elements and strategies. Therefore policy analysis applied Narrative Policy Framework empirically analyze better the internal factors than the other models. It seems to be considered by the Narrative Policy Framework as an alternative to the limitations of the model, such as Advocacy Coalition Framework.

본 연구는 현재까지도 정치적으로 쟁점화되고 있는 서울시 '무상급식'에 대한 논의를 주제로 그 정책에 대한 찬성과 반대 옹호연합 간의 담화를 정책담화모형(Narrative Policy Framework)을 적용하여 정책 담화의 다양한 구성 요소와 전략을 분석했다. 연구결과, 정책담화모형의 요소인 ‘등장인물’, ‘플롯’, ‘해결책’과 전략인 ‘상호 옹호화’, ‘상호 적대화’를 통해 정책이 입안되기 전의 갈등상황과 입안된 후의 파급 양상을 실증적으로 분석해 낼 수 있었다. 특히 반대 연합이 자신의 연합인 여당을 ‘악당’으로 지목한 11%를 비롯하여 다른 구성요소 및 전략과의 관계를 통해 다양한 해석이 가능했다. 이로써 정책담화모형을 적용한 정책분석은 다른 분석모형에 비해 내적요인을 실증적으로 분석할 수 있다고 판단되며, 이를 통해 옹호연합모형과 같은 양립 가능한 모형의 한계에 대한 대안으로 정책담화모형을 고려할 수 있을 것으로 보인다. 정책담화모형은 다양한 관점과 입장, 그리고 갈등요소를 통해 정치 담론을 극대화시킨 점에서 다른 분석모형과의 차별화를 보이며, 한국의 다양한 정치적 쟁점에 대해 새로운 관점을 제시해 줌으로써 한국의 또 다른 교육정치적 쟁점인 누리과정정책에 관한 분석을 시도해 볼 수 있을 것이다.
