This study aims to analyze the causes, the political process, and the results of the budget conflict in Nuri Curriculum, and seek to explore the solutions. For this, the author examines the public documents and materials published by Governments and National Council of Governors of Education, various research reports, and many preceding articles. The results of this study are as follows. First, the budget conflict is stemmed from central government’s mis-prediction of tax revenues and imputation of finance responsibility to local government of education. The conflict is deepened by government’s ‘politics of blame’, which is adopted as a strategy for subduing Superintendents’ opposition. In addition to serious disturbance of early childhood education and care, weakening primary and secondary education is the result of the conflict. Second, the best way for solving problems is a raising the grant rate of an inland duty in Local Education Finance Subsidy Act. Third, on a medium-and long-term basis the optimistic solutions are normalizing the local politico-administrative system of education as well as strengthening the infrastructure of early childhood education and care.

이 연구는 최근 국민적 관심사가 된 누리과정 예산 갈등의 원인과 전개과정 등에 대한 분석을 바탕으로 문제 해결의 방안을 모색하는데 그 목적을 두고 있다. 문제 해결에 있어서는 단기적인 처방에 더하여 특별히 중장기적인 관점에서 어떤 대응이 필요한지를 함께 검토하고 있다. 연구의 목적을 달성하기 위해 정부와 시ㆍ도교육청(시도교육감협의회 포함) 등의 공식문서와 간행물, 각종 연구보고서, 선행연구 등을 중심으로 한 문헌 분석을 수행하고 있는 바, 고찰 결과는 다음 몇 가지로 요약할 수 있다. 첫째, 누리과정 예산 갈등은 정부가 세입 예측을 제대로 하지 못하여 재정 적자가 누적되자 그 책임을 시ㆍ도교육청에 떠넘기는 데서 비롯되었다는 사실을 확인할 수 있었다. 교육감들이 반발하자 정부는 국고 편성 등의 해결책을 강구하기보다는 ‘비난의 정치’로 대응함으로써 갈등이 심화되는 한편, ‘보육대란’과 초ㆍ중등교육 동반 부실의 위기 상황을 맞이하게 된다. 둘째, 문제 해결을 위해서는 다른 무엇보다 지방교육재정교부금법상의 내국세 교부율을 인상하여 국가책임을 다하는 것이 정도(正道)라는 사실을 알게 되었다. 셋째, 중장기적으로는 공립유아교육기관을 확충하는 등 유아교육과 보육의 토양과 체질을 개선하는 한편, 지방교육 정치-행정의 정상화가 필요하다는 점을 확인할 수 있었다.
