From the political science perspective, this study examined the political dynamics in introducing the ACE program, a government-funded project to improve college education. The study intended to analyze the political phenomena including what policy environments influenced the introduction of ACE, who participated in the policy process, and what kind of conflicts and cooperation along with compromise and consensus existed among policy agents in introducing ACE. Comprehensive literature reviews along with interviews were conducted. Kingdon’s policy stream model was employed to look into political dynamics. From political viewpoint, the study focused institution, interests and ideas which determined policy process and political behaviors of policy agents. Finally, the study investigated in what ways ACE in turn affected political participation of policy agents who wanted to maintain and expand the ACE program.

본 연구는 정치학적 관점에서 교육정책의 결정과정에 나타나는 정치적 역동성을 분석하는 것이 목적이다. 이를 위해 대규모 재정투자를 수반하는 학부교육 선도대학 육성사업(ACE 사업)의 도입과정에 대한 사례 분석을 수행하였다. 정책결정 과정에 영향을 미친 환경 요인과 주요 정책주체 사이에서 나타난 정치적 상호작용을 탐색하였다. 또한 새롭게 도입된 ACE 사업이 이를 확대 및 발전시키고자 하는 정책 주체들의 정치 행동에는 어떠한 영향을 미쳤는지를 조명하였다. ACE 사업의 도입과 관련된 주요 문헌을 분석하였고, 정책 의제 설정 및 정책 결정 과정에 참여했던 공무원, 교수, 전문가 등 5인에 대한 심층 면담을 실시하였다. 수집된 자료는 Kingdon의 정책흐름모형을 적용하여 분석하였으며, McDonnell이 제시한 정치학적 관점의 정책 설명변수인 제도(institution), 이익(interests), 가치 및 규범(ideas)이 정책결정 과정과 정치적 상호작용에 어떠한 영향을 미쳤는지를 살펴보았다.
